| From the economic development of countries in the world, industrialization is the road to national power. The improvement of regional industry specialization level is a main method for regional economy to achieve competitive advantage. However, the achievement of regional competitive advantage and the growth of regional economy mainly rely on regional characteristics and how to render regional characteristic resources to economic advantage. In recent years, China’s GDP grows continuously with high speed, and fortune additive effect appears gradually. With the GDP growth of each region, fiscal revenue also grows substantially, but the wealth distribution gap between different economic ladders continuously extended. Practice has proved that rapid development of regional characteristic industry and strengthen regional characteristic economy is an effective method to enrich the people and strengthen the region as well as the only road to "ensure to achieve a comprehensive well-off society goal by2020". Zalatun is located in the intersection zone between west China and north-east China. As a minority frontier area, it receives benefits from regional autonomy policy, west development policy and north-east revitalization policy. With the deepen development of economic globalization, economic cooperation between China and other countries deepened continuously, which provides good outer environment for county characteristic economy development. With the depth promotion of China’s economic structural transformation, the implementation of national strategy of expanding domestic demand and the high attention on three rural issues, all the above provide wide development space for Zalantun characteristic advantage industry.In recent years, the optimization and upgrading speed of Zalantun industrial structure accelerated obviously, and the industrial structure becomes more reasonable, but the characteristic industrialization level is very low, and the characteristic industrial scale is small. As a result, it cannot transform into advantage industry and has great gap with the expectation of giving full play to late-mover advantage and great-leap-forward development. How to choose and develop characteristic industry, develop location difference advantage, promote regional economic competitive is a realistic question in front of Zalantun. Through the study of Zalantun characteristic advantage industry, this paper can uncover the developing rule of characteristic advantage industry, summarize the experience of characteristic advantage industry and provide successful example for other similar regions to develop its own characteristic advantage industry.Based on this purpose, this paper composites domestic and overseas existing research achievements, makes a new definition on the intension and extension, basic characters, developing conditions and operating mechanism of characteristic industry on the basis of regional comparative advantage theory, competitive advantage theory, growth pole theory, gradient theory. This paper also renews and defines the supporting, leading, coordinating and aggregating function of characteristic industry in regional economy development, which structures the basic framework of characteristic industry theoretical research.From the point of Zalantun characteristic industry development, it has stable foundation of agriculture and animal husbandry, increasingly enhancement of industry leading status, development and prosperity of tourism trade, accelerating construction of central urban area, continuous reinforcement of sustainable developing ability and all-around development of social undertaking. From the point of developing potential, Zalantun has complete transportation infrastructure, regional advantage of trans-province hub, resources advantage of natural pollution-free, four distinctive seasons and rich resources, tourism advantage with the combination of ethnic culture and nature, industry advantage of early started, complete range and close-knit industry, policy advantage of various national preferential polices. From the point of space-time evolution of Zalantun characteristic industry selecting and development, a market led, resource based, corporate champion cored, market circulation supported characteristic industry with green industry developing framework has taken shape. With the rapid development of green base, obvious mobilization by corporate champions, gradual completion of tourist facilities, increasing soundness of trade and logistics system, the characteristic advantage industry has begun to take shape. But there are a number of problems, such as the under exploitation of characteristic industry advantage resources, the small scale of corporate champions, the low level of industry concentration, the short industry chain, the shortage of technical innovation, and the under developed fiscal and financial supporting system for characteristic industry development, the highlighting restriction of fund bottleneck, so the characteristic industry overall competitive advantage is not obvious.How to guarantee Zalantun characteristic industry to continuously develop and strengthen on the existing basis with a long-term planning depends on characteristic industry selecting. On the basis of previous studies, the author puts forward several principles of selecting characteristic industry such as exploiting advantage, market orientation, looking forward to open, dynamic planning and regional coordination. On the basis of qualitative choice of Zalantun industry, the author sets up a characteristic industry evaluation index system and structures an enterprise comprehensive evaluation model. With the use of location entropy model as industry primary selection model, through the quantitative analysis of location entropy, Zalantun has developing basis and comparative advantage on developing characteristic agricultural and animal husbandry and ecological tourism, and its industry has developing potential as a whole. With principal component analysis model as the check model, through the quantitative analysis of added value of the industry share, contribution rate of value added of industry and location entropy industrial concentration coefficient, Zalantun industry was comprehensively ranked, and the comparative advantage of the first industry dominated by agricultural and animal husbandry highlights, and it should be positioned as characteristic advantage industry with developing plan. The green food processing industry and biomass energy cycle industry have good resources and industry base. As the tourism supporting industry, accommodation and catering industry has comparative advantage. The transportation and post industry and wholesale and retail industry haven’t revealed obvious comparative advantage in the primary and check models. But by consideration of the historic restriction of quantitative data analysis, based on the forward-looking principle of characteristic industry selecting, through the deepen analysis of industry developing potential combining with the geographical advantage of Zalantun, the trade and logistics industry was also regarded as one of its characteristic industry. If side-line and fishery industry in other counties in Hulun Buir were put as comparison objectives, we evaluate the economic performance of aforesaid characteristic industry on the basis of regional comparative analysis, and the comparative result proves that the establishment of above characteristic industry is scientific.Based on the above mention analysis result, the author uses the following overseas successful examples as reference, the innovative clusters and activation industrial cluster system in Japan, the "myth of Silicon Valley" and government research support system in U.S., the Dade Park of science and technology and the sustainable development concept in South Korea, the development of modern service industry clusters in London, as well as domestic successful examples of county characteristic industry economic development such as fleet-flower root industry in Binhai county Jiangsu Province, characteristic industry system construction in Tibet, characteristic industry cluster in Hebei Province. The author puts forward a general idea and specific thought for Zalantun characteristic industry system construction, which at last sets up a complete industrial development model with "corporate champion plus base plus farmer","corporate champion plus industrial park plus industrial concentration" to enlarge, deepen and strengthen county characteristic industry. The author also puts forward a series of countermoves, measures and suggestions of defining advantage, highlighting characteristics, long-term planning of characteristic industry, developing the supporting vigor of technical and innovation system, accelerating technical progress, assisting corporate champions’ development, realizing their scale operation, improving the brand consciousness, implementing the famous brand promotion strategy, perfect the institutional innovation mechanism of characteristic industry, expanding the opening up domestically and internationally, increasing the extraversion of characteristic industry.To sum up, this paper structures a theoretical research framework for characteristic industry on the basis of previous research with innovation on research point of view, research content and research method. The paper uses the combination of practical research and normative research, qualitative analysis and quantitative analysis, statistical analysis and comparative analysis, theoretical analysis and policy design. Through taking the living example of Zalantun characteristic economy development, this paper makes a systematic analysis and clarifies the thought to cultivate and develop Zalantun characteristic advantage industry, with the expectation that it can have some guiding significance for Zalantun county economy development practice as well as theory reference for other county economy development. However, the research in this paper is restricted by many factors such as insufficient statistical data of regional characteristic industry and shortage of literature, so it has many shortcomings in the selecting model of characteristic advantage industry and the empirical model building of comprehensive evaluation analysis, which need to be improved in future theoretical research. I also hope experts can provide more valuable advices for this paper. |
