| Housing problem is the everlasting topic of human society, the house is based on human survival and production in modern society, holds a place in the town and every one of the basic demand of urban residents. However the house prices of the city is getting higher and higher, the most important problem is that as the land resources is permanent, and the number is limited, so there is lot of serious problems of housing for farming of migrant workers. Xi’an is the most the developed city of the northwest, there is a large number of migrant workers, they wander between rural and urban area, and they cannot get equal public services to urban residents. According to the statistics, by the end of 2015, the number of Xi’an urban migrant workers was up to 1.5 million, and according to the result of the sixth census, the resident population of Xi’an was 8.46 million, including the floating population which is counting for 1.4 million. If these huge housing problems of migrant workers cannot be satisfied, it will have great negative effects on the stability of our country’s urbanization and new rural reform management.Recently, although the government began to increase the intensity of housing security urban migrant workers gradually and also release the household registration system and management. Xi’an government also do lots of research on the housing security problems of rural migrant workers, and it’s achieved some results successfully. However, due to the lacking of experience of the policy system, and the housing market’s information asymmetry and price mechanism, most migrant workers on Xi’an still cannot afford the high house prices.So it can solve the problem of xi’an migrant workers housing security fundamentally, increase the quality of migrant workers’ life, reduce the cost of living, also to ensure the equal public services and deepen the urbanization level. The concept of urban and rural integration is to shorten the developed level between urban and rural area. Just abandon the excessive development under the background of land resources cannot solve the housing problem, it will even makes it more difficult.The author has done research and received first hand data by the method of questionnaire surveys, and carried a descriptive statistical analysis on the present situation of xi’an migrant workers’ housing and living standards. Applied with objective analysis and theoretical research methods, the questionnaires and interviews were conducted on aspects of individual situation, living environment and subjective feeling about the institutional policies from rural migrant workers of different age levels. The data reflects the existing housing problems of current rural migrant worker and reasons behind their housing difficulties. The author categorizes the reasons to 3 different layers: Government, enterprise and individual. On government it refers to immaturity and management difficulty of the newly opened household registration; On enterprise it refers to the deposit and withdraw of housing fund and its managing cost, and implement of consciousness of the public service on migrant workers. On individual it refers to the economic level and living ability of rural migrant workers. Based on the deep analysis of Xi’an rural workers’ housing status, the experience of resolving the migrant workers housing problems from outstanding representative areas of domestic and overseas, and the summary of the latest constructed thinking of the common property housing, the essay provides countermeasure and suggestions for such issues in Xi’an, and also provides train of thoughts for ensuring rural migrant workers’housing problems nationwide, which enhances the building of a harmonious society and speeds up the urbanization development. |
