With the development of China's urbanization, a large number of rural labor transfer to the city and the number is increasing. At the end of 2014, the number of migrant workers accounted for the proportion of the employment has reached 35%. At the same time, migrant workers' living problem is becoming a key factor that affects the stable development of urbanization in China. Now the residential level of migrant workers is generally poor. Housing subsidies and security policies are not sound for them and housing demand has not been fully concerned and supported. As to Brazil, India, Latin America and other developing countries, a large number of migrant workers living problem can not be solved. They gather in the slums that brings great impact to social and economic development, and we should learn a lesson. Different from these countries, China's rural land owned by the collective. And farmers have the right to use, and the right can provide money for the migrant workers who settle into the city by transaction. Based on these background, from the perspective of rural land mortgage loan, the paper aim to discuss the methods to support the housing demand of migrant workers. It is meaningful to improve the migrant workers' living conditions and healthy development of urbanization.First of all, the paper introduces the current living situation of migrant workers. Then from the angle of quantitative, paper analysis the influence of the rural land mortgage loan on housing demand of the migrant workers. Secondly, combined with the rural land mortgage loan in Chongqing, explore the operation mechanism of the mortgage loan for migrant workers' residential purchase, including participation, collateral evaluation and collateral disposal. Next, study the risk assessment of the rural land mortgage loan for migrant workers' residential purchase. Using the methods of literature analysis and field survey, the risk factors index system and the risk assessment model is established.Through all the research process, the main conclusions are as follows: Housing demand has a larger income elasticity of demand than other living consumption and rural land mortgage loan has a larger effect on the housing demand of migrant workers. Perfect the operation mechanism of rural land mortgage loan for migrant workers' residential purchase, including participation in the process, the collateral assessment and the disposal of collateral. Risk factor index of rural land mortgage loan for migrant workers' residential purchase mainly includes the character of mortgage, collateral and loan characteristics in three dimensions. Putting forward suggestions in risk management, including review and risk assessment, guarantee, risk dispersion system.
