Study Of Farming Households' Willingness On Agro-Ecological Compensation Policy

Nowadays the sustainable development of country social economy together with national security is seriously threaten by the environmental deterioration,global warming,loss of biodiversity,industrial pollution and the decreasing of cultivated land quality.Simultaneously the lack of law aim to environmental protection in national legal system,especially in Jiangsu Province,the loss of details in related laws puts more difficulties on the extend in base in spite of some rules and regulations on agricultural environmental protection.How to solve the problem has been the topic of all circles with the agricultural ecological environment exerting.The agro ecological compensation has caused widespread concern in the community as an important mean to solve the problems among agricultural ecological environment,the balance of environment and economic development.Based on the externality theory,public goods theory and ecological capital theory,the thesis studies the agricultural ecological compensation practiced in Jiangsu Province combined with the formulation and the implementation of status quo of current agriculture ecological compensation policy.In the research process,empirical analysis and normative research,comparative analysis,qualitative analysis,quantitative analysis were organic integration,the successful experience in both domestic and overseas was combined,the present situation and problems of agricultural ecological compensation in Jiangsu Province was analyzed.On the basis,the factors limiting the development of agro ecological compensation in Jiangsu Province was analyzed,the necessity of perfecting the agro ecological compensation mechanism was expounded.Some suggestions to complete the compensation mechanism of ecological agriculture in Jiangsu Province were given in the thesis.The main contents and research methods used in this paper are as follows:Questionnaire survey:Aim to analyze the farmers willingness,cognition on agricultural ecological compensation and applications effect,establishment and improvement of agricultural ecological compensation methods and standards etc.The specific standard is:agricultural ecological compensation policy has been carried on.The interviewed farmers chose the existing option according on the actual situation in closed-ended questions in the questionnaire,while filled the their own views on the issue in open question.This paper analyzes frequency,percentage and correlation of questionnaires,such as farmers' willingness of agro-ecological compensation policy with varying educational level,preferences of compensation methods,etc.In this paper,the conclusions are drawn as follows:Because of the ignorance of Agro-Ecological environmental awareness of governments at all levels and farmers,the economic inequalities between different areas,the limit of some agricultural policies,the lack system support about agriculture technology,Imperfections of related laws and regulations and so on,in spite of the ecological improvement,the farmers realized the income and the allocation has been optimized under the action of the policy,there also exists vagueness of compensated object,unreasonable compensation standard and methods,financial burden.To improve the agro-ecological compensation mechanism,there must be unified planning,established demonstration models and participation mechanism,improved rules and regulations.
