A Research Of The Financing Model Of Sponge Cities Project And Selecton

With the rapid development of urbanization,the city’s original ecosystem was damaged.Constructing Sponge Cities is an important part of ecological civilization construction,which is an important reflection of the achievement of coordinated development between urbanization and environmental resources,which is a major task of the future urban construction.At the end of 2014,the central finance will give special financial assistance to "Sponge Cities" pilot in steps,using PPP mode at a certain ratio,but also get some financial reward.However,the use of PPP model has limitations,more sponge cities projects are not suitable for using PPP model,the single mode of financing mode and lack of effective financing mode selection decision system need to be further studied.First,this paper summarizes the features of ABS,PPP,BOT,TOT and other the market-based financing model that commonly used in infrastructure project in the present stage,and analyzes the characteristics,current situation and problems of urban sponge cities projects.Second,create a evaluation index system of financing model of Sponge Cities projects,calculate the weight coefficient of the evaluation index system in analytic hierarchy process(AHP),construct a selection method of financing model which in line with the characteristics of Sponge Cities projects based on excellent degree evaluation method.Finally,Nanning NK Watershed Management Project as a case for empirical test,test the selection method of financing model of Sponge Cities projects,which is constructs in this paper,can be applied to the financing preparatory work of Sponge Cities projects.This paper provides an evaluation index system for Sponge Cities project financing selection.Based on extension goodness evaluation method,it provides a choice method for decision makers to choose a financing model,which provides a new perspective for government departments to solve Sponge Cities project construction funds.It is more objective and reasonable to use the excellent degree evaluation method to calculate the result,and it proves that the excellent degree evaluation method is effective for the quantitative and qualitative evaluation.The analys is of the problem is feasible in Sponge Cities financing mode selection.
