| In recent years, with the dramatic increase of the amount of flights, airport liability's trend of growth in the number of unsafe events is obvious. The speed of airport safety management is lagging behind the pace of Civil Aviation development, which means the airport safety management having entered a new stage. In order to assess the airport's overall safety performance accurately and check out the weak link of airport safety management, prompting airport safety management constantly, the airport excellent safety performance evaluation model was put forward. It can also provide excellent benchmarks for civilian airport which can quickly drive the industry-wide safety performance.Based on criteria for excellent performance and system theory the framework of airport excellent safety performance was founded. By analyzing the airport regulatory standards and related documents, the evaluation index system of the airport excellent safety performance was established, which contains 7 first indicators, 20 second indicators and 75 third indicators. And it mainly include leadership, safety development strategy, customers and markets, resources, and safe operation of process management, safety outcomes, security analysis and improvement. Taking the results of the subjective evaluation problem into account, rank correlation analysis and the entropy method were combined based on the variance maximization objective and subjective weighting to determine the index weight. The matter-element extension evaluation model was established for evaluating airport safety level. It not only can determine the evaluation results rank, but also reflect intuitive trends level of safety evaluation value and total evaluation through the specific indicators. Taking T International Airport as an example, the airport excellent safety performance evaluation model was verified. The airport excellent performance evaluation can provide an evaluation reference for airport-related departments. |
