Research On PPP Mode Selection Of PPP Project In Sponge City From The Perspective Of Government

The construction of Sponge City is an effective way to improve rainwater utilization efficiency by using the principle of system engineering.It is also an important way to enhance the connotation of China’s urbanization and build a new harmonious ecology between man and nature in cities and towns.In recent years,with China’s economic development,PPP mode has been rapidly promoted,and the number of Sponge City construction projects using PPP mode is also increasing year by year.The advantages of Sponge City PPP project include: alleviating the financial pressure of the government,revitalizing the stock projects,learning from the advantages of social capital management,and improving the overall efficiency of project design,financing,construction and operation,etc.Through the research,the author found that the existing relevant results did not study the connotation of PPP mode and the characteristics of Sponge City construction projects deeply,and there was a lack of standardization in the selection of operation mode.At present,the government’s decision-making on the operation mode of PPP project in Sponge City is mainly based on subjective judgment and empirical decision-making,and there is a lack of standardized selection procedures,indicators and methods,which limits the advantages of PPP mode and restricts the healthy development of the construction of Sponge City.In order to standardize the selection procedures and methods of PPP project operation mode in Sponge City and deeply excavate the application utility of PPP mode in the field of Sponge City construction,this paper comprehensively adopts various methods such as literature research method,qualitative and quantitative analysis research method,empirical research method and so on.Firstly,according to the classification and implementation characteristics of PPP operation mode,this paper establishes a "Three-dimensional Selection Framework" with the characteristic dimensions of ownership allocation,management right allocation and cooperation demand.At the same time,combined with the classification and characteristics of Sponge City,this paper constructs three primary selection paths and analyzes their applicability.Secondly,referring to the operation mode of PPP projects in similar fields,this paper comprehensively considers the specific implementation objectives of the PPP project of sponge city construction and the project demands of core stakeholders,preliminarily constructs the selection evaluation indicators,and uses the factor analysis method to optimize the index system.In addition,in order to avoid the subjective and objective deviation of index weighting,this paper comprehensively uses Analytic Hierarchy Process(AHP)and Entropy Method to weight the index system.Then,this paper combines the two methods of Grey Relation Analysis(GRA)and Technique for Order Preference by Similarity to Ideal Solutions(TOPSIS),uses the GRA-TOPSIS method to calculate the Correlation Degree and European Distance between each alternative operation mode and the reference sequence,puts forward the concept of relative closeness,and scientifically combines the two evaluation benchmarks to determine the good and bad ranking of each alternative operation mode,in order to build a quantitative selection and evaluation model of operation mode based on the combination of combination weighting method and GRA-TOPSIS method from the perspective of government.Finally,taking the PPP operation mode selection of Sponge City pilot project in Qingdao(Licang District)as an example,this paper illustrates the scientificity and effectiveness of the method and model.Based on the perspective of the government,this paper objectively,comprehensively and dynamically analyzes the current decision-making of PPP project operation mode selection in Sponge City.At the same time,according to the comprehensive evaluation theory,this paper discusses the final selection process of PPP project operation mode in Sponge City,constructs the selection and evaluation index of PPP project operation mode in Sponge City,and establishes a quantitative selection and evaluation model.This paper provides theoretical basis and method support for the decision-making of the operation mode of PPP project in Sponge City,hoping to provide reference for promoting the connotative development of PPP project in Sponge City.
