From the background of outsourcing development and equipment maintenance outsourcing importance,this paper introduces the domestic and overseas research theory of outsourcing business and the specific situation of domestic equipment maintenance outsourcing.And this paper elaborates the related theory of equipment maintenance management outsourcing,including the core competence theory,the principal-agent theory,the incentive theory and the theory of value chain management.Based on theories study,this paper firstly introduces the basic information of Qian'gang Company and the current situation of the equipment management and maintenance outsourcing in Qian'gang Hot Strip Mill(HSM)factory.The main problems on HSM equipment management are analyzed in maintenance outsourcing model,outsourcing company selection,the management of outsourcing and the performance evaluation.According to the existing problems,to further improve the work enthusiasm and equipment maintenance management level of outsourcing company,this paper designs the performance evaluation scheme of the equipment maintenance outsourcing company in Qian'gang HSM from the reality of production line,including the performance indicators to determine,the content of the evaluation items and the principle and method of evaluation weight design.Through using the combination of intuitive judgment method and linear weight method,the specific weight of the performance evaluation indexes is given.In order to further supplement and improve the performance evaluation,the single evaluation regulation of outsourcing company is also established.The performance evaluation scheme is effectively implemented through the following strategies,such as the establishment of the performance evaluation process,the standardization management and TPM management,the strengthen outsourcing personnel quality training and skill competition,the adjustment and maintenance expense settlement structure and the incentive mechanism of outsourcing company,etc.Finally this paper gives the study conclusion of the equipment maintenance outsourcing in Qian'gang HSM.And the improvement proposal is raised on the equipment maintenance outsourcing for Qian'gang in the next step.
