The Depot Equipment Maintenance Outsourcing Decision Analysis

This paper describes the equipment maintenance service outsourcing businessprofiles, the paper gives a detailed description of the EMU maintenance equipmentcharacteristics, and according to the characteristics of EMU maintenance equipment, thenecessity of EMU maintenance equipment outsourcing, the outsourcing mode, theoutsourcing strategy, the process management, the cost and quality control were analyzedin this paper. Most of the EMU maintenance equipments are precision equipmentcomposed by mechanical, electrical, hydraulic components. The existing equipmentmaintenance system and talent structure has been difficult to meet the need of equipmentmaintenance. But in order to ensure the equipment maintenance quality by taking theservice outsourcing mode, the service outsourcing provider must be restricted by takingcorresponding management measures, and the equipment maintenance quality also canbe guaranteed through the contract restraint and a series of strict process control,In thispaper many aspects of the equipment outsourcing were analyzed and researched,including the outsourcing process system construction, the safety of spare parts inventorymanagement, the sharing spare parts platform construction, the spare parts replacementprocess analysis,the equipment outsourcing cost control, the equipment outsourcingcontract management, the equipment vendor performance evaluation and so on.Moreover in this paper spare parts supply chain structure optimization problems of theoutsouring provider was described in detail.In this paper, making an overall plan about the EMU equipment maintenanceoutsourcing as a whole, the feasible outsourcing strategy has carried on the preliminarydiscussion, take service outsourcing mode will improve EMU equipment maintenancequality, reduce maintenance costs, improve overall efficiency of EMU equipment, it alsowill be play positive role to ensure operation security of high speed railway by taking theoutsourcing mode.
