The Theoretical Research And Demonstration Of Urban-Rural Constraction Land Increase And Decrease Linking On The Basis Of Urban-rural Integration

Our country's economy and society has entered a rapid development period since the new century,however,the urban-rural dual structure still exists.In order to solve the problem of land,capital and famers' development during the urbanization progress,China announced the urban-rural increase and decrease linking project which still has some dispute in the pilot phase.In the face of the serious situation of current land and resources management,after clarifying the relationship between urban-rural integration and increase and decrease linking,this thesis will base on Suzhou city case to analyze the relationship between construction land changes and economy development as well as to forecast growth trends of future construction land.Besides,the thesis will discuss the necessity and feasibility of the urban-rural increase and decrease linking project in Suzhou which is still in the urban-rural integration development stage.The typical case,the one is Yonglian village,Nanfeng town,Zhangjiagang city,and the other is Taixing village,Shaxi town,Taicang city,which will analyze the experience obtained from urban-rural increase and decrease linking work and come up with optimization proposals about future urban-rural increase and decrease linking work.Conclusions are as below.Looking from the components of urban-rural integration and urban-rural increase linking,actually,the urban-rural increase linking partially solves the problems of resources strain,urban-rural population flow difficulty and capital shortage.In other words,urban-rural integration is to guide the urban-rural increase linking work.If urban-rural increase linking implemented smoothly,it can promote the urban-rural integration progress.Net increment of construction land reduces gradually.The demand of economic development land is stable.According to the rule of economy development and construction land changes as well as forecasting as per GDP in rapid urbanization stage and construction land increase dependency model,Suzhou economy development still relies on the increase of construction land before 2029.But net increment of construction land reduces year by year.The land demand to support the development of both society and economy development is stable in next few years.Therefore,it needs to activate the ecdemic and local remnant construction land simultaneously.There's great potential about urban-rural increase and decrease linking in Suzhou.Through economic development and population prediction and calculated by our country's standard,according to differently average land standard,the rural construction land potential is as below until 2020.The potential is 25638.89 hectares per 140 square meters,31698.28 hectares per 120 square meters and 37757.67 hectares per 100 square meters.In terms of Suzhou construction land supply level over the years(5000 hectares/year),the land space only from the urban-rural increase and decrease linking can support Suzhou land development requirement in next five to seven years.It's equipped with favorable timing,convenient geography and good human relationship while implement the increase and decrease linking at Suzhou.Ministry of Land and Resources comes up with the urban-rural increase and decrease linking timely,so there's favorable timing.The so-called convenient geography is that Suzhou economy and society is at a high level and has strong source of fund as guarantee.Good human relationship mainly means the values of Suzhou people.The life style of Suzhou people(especially rural population)is fit for settling problem of the urban-rural increase and decrease linking.Suzhou's increase and decrease linking practice promotes the pilot of urban-rural integration reformation very well,especially makes positive contribution to the land resource integration and break the urban-rural dual land structure.Therefore,under such urban-rural integration background,the increase and decrease linking can effectively relieve the problem of land dual structure in the urban-rural integration progress.The reformation of urban-rural integration can provide strong practice foundation and government support for the increase and decrease linking.Although increase and decrease linking is a land related mechanism innovation raised by land and resources department,but the main part throughout the whole linking progress is the same as the urban-rural integration reformation.Both are mutually connected and mutually conditional.There're some contradictions,such as,cultivated land protection lacks forcing power,industrialization and urbanization lacks land,new countryside construction lacks fund and urban-rural balance lacks means.Propose to promote the urban-rural increase and decrease linking work at Suzhou in the next few years and the development of urban-rural integration.
