Research On Central Town Construction In The Context Of New-type Urbanization

Since the reform and opening-up over 30 years ago,there has been a rapid development of urbanization in China.In the context of new-type urbanization with basic characteristics "urban-rural overall development,urban-rural integration,industry-city interaction,economical and intensive,ecological and livable,harmonious development'',the central town plays an increasingly prominent role.This paper analyzes the evolution rule and dynamic mechanism of urbanization development.On the related theoretical basis of central town construction,the status and role of central towns in the context of new-type urbanization are discussed;combined working practice of the author and case study,taking the Changle Town of Nantong as an example,this paper expounds some critical issues that central town construction is facing in the context of new-type urbanization,and proposes certain countermeasures and suggestions.It is indicated in this paper that the critical issues to be urgently solved for central towns including financial pressure,land supply bottleneck,lack of human resources,restrictions of administrative system and lags of planning and construction.To solve these issues,some countermeasures and suggestions are proposed,such as to build investment and financing platform,promote the reform of central town land system,innovate and improve policies of attracting talent,promote administrative system reform of central town,improve central town planning,etc.Hope these countermeasures and suggestions can offer reference to the development of Chinese central town construction.
