Statistical Reasearch On China's Provincial Circulation Efficieny

With the comprehensive deepening of the reform and the "Internet +"program continuing to advance,"Internet + circulation" is becoming the most dynamic areas of the public entrepreneurship and people's innovation,which is also the area Prime Minister Li Keqiang has been concerned about.In April 6st,2016,in the State Council executive meeting,Prime Minister once again stressed that China should seize the opportunities of the new round of revolution in circulation.To carry out the latest round of the "circulation revolution" and promote the "Internet + circulation" have a very positive significance for the development of economy and solving the employment pressure to promote supply side structural reform.With the implementation of?Opinions on the Further Implementation of the Action Plan on "Internet and Circulation"?,China's circulation industry development model has get some innovation during the exploration process.But we also have to realize that the transformation and upgrading of circulation industry is not ideal,facing new challenges such as high cost and low efficiency.To innovate and improve efficiency is the driving force and source of the sustainable development of the circulation industry.How to scientifically reexamine and evaluate the efficiency of the circulation industry has become the urgent task of promoting the reform and development of the circulation industry.Therefore,we need to correctly recognize the current situation of the development of the circulation industry,to grasp comprehensively the actual situation of China's circulation efficiency,and to in-depth study the regional differences in circulation efficiency,which not only relates to the good progress of the circulation revolution,but also relates to the smooth and sustainable development of China's economy.In this paper,we study China's circulation efficiency.First of all,the article reviews the relevant literature about the connotation of circulation efficiency and measurement method of circulation efficiency.The article defines that the circulation efficiency is the input-output efficiency of circulation industry.Circulation industry includes wholesale and retail trade,accommodation and catering,transportation and storage postal services,leasing and business services,residential services and other services.Based on the description of the status quo of the development of circulation industry in China,it is concluded that the scale of the circulation industry is expanding,the economic and social contribution is more prominent,and the level of modernization and internationalization are greatly improved.Secondly,on the basis of the traditional DEA model,we introduce the theory of "game cross"and use the game cross efficiency model to estimate the input-output efficiency of the circulation industry in 30 provinces from 2005 to 2014.The results show that:The input-output efficiency of circulation industry shows the trend of increasing first and then decreasing,and on the whole,the input-output efficiency of the circulation industry in the provinces gradually become low form east to west.Then,we introduce the functional data analysis technology to make the efficiency score of 30 provinces and cities in China be visualized,and use its effective information for functional clustering analysis,which draw the conclusion:according to the level of circulation efficiency,China can be divided into four categories area.The first category includes Shandong and other seven provinces and cities,which representing the highest level of input-output efficiency in China's circulation industry;the second category,including Beijing and other four provinces and cities,is the area of circulation efficiency towards positive direction of development;the third category covers 12 provinces,including Liaoning,Shanxi,Guangxi and most of the central and western provinces,where circulation efficiency utilization situation deteriorates continuously;the fourth category covers 7 provinces,including Hainan,Jiangxi,Chongqing and other western provinces,where the input-output efficiency of circulation industry is relatively backward and almost has no progress.Finally,in view of the above conclusion,this paper puts forward some suggestions on how to promote the development of China's circulation industry and improve circulation efficiency,hoping to help the transformation and upgrading of circulation industry.
