Is the enforcement of intellectual property rights conducive to the promotion of regional innovation and economic agglomeration?This has been the academic hot topic.However,most of the current research in academia is devoted to the protection of intellectual property and the growth effect of time,few researches on the the problem of the protection of intellectual property rights and regional space.And there is little research on the mechanism of the enforcement of intellectual property rights on economic agglomeration,what’s more,there is letter research on the integration of IP enforcement,regional innovation and economic agglomeration in the same framework.With the advent of the era of globalization of knowledge economy,the intensity of IPR enforcement becomes an important link in the formation of regional agglomeration and the upgrading of enterprises.Therefore,it is very important to study the impact of IPR enforcement on regional innovation and economic agglomeration.So,according to China’s current national conditions,to explore the strength of IPR enforcement,regional innovation,economic agglomeration between the three has important practical significance.On the basis of combing predecessors’ research theories and literatures,this article makes theoretical explorations and empirical analyzes on the unity of the strength of IPR enforcement,regional innovation and economic agglomeration.In the theoretical analysis,this paper uses the framework of Grossman and Helpman(1991),Branster et al.(2007).To study the relationship between IP enforcement intensity,regional innovation and economic agglomeration,I have joined the N area.Studies have shown that increasing the intensity of IP enforcement in regions where IP enforcement is weak will allow an increasing number of firms to converge on local production activities and promote wage levels to evolve into agglomeration;It is not a simple way to improve the strength of intellectual property enforcement to promote regional innovation in the area of high enforcement of intellectual property rights,the intensity of intellectual property enforcement needs to reach a critical value,only in this way,improving the strength of law enforcement can effectively promote regional innovation.In the empirical test,according to the present situation of China,in this paper I established the model of IPR enforcement strength with local characteristics,and then use the panel data of 30 provinces from 2001 to 2013 to combine the strength of IPR enforcement,regional innovation and economic agglomeration The relationship between the data was analyzed.The regression results show that,in the east of the low intensity of intellectual property enforcement,the strength of intellectual property law enforcement is positively correlated with economic agglomeration.But the effect is not obvious in the area of high enforcement of intellectual property rights.The results also show that the impact of infrastructure improvement on economic agglomeration is significantly positive,indicating that the concentration of economic activities will gradually improve with the improvement of infrastructure.Human capital and economic agglomeration also showed a positive correlation,which shows that the degree of economic activity with the increase of human capital investment increased significantly.In the regions with high enforcement of IPR,IPR enforcement intensity and economic agglomeration are not simple linear relationships,but through intermediary-regional innovation to promote economic agglomeration.When the strength of IPR enforcement is applied to regional innovation,and regional innovation reaches a certain level,it will promote economic agglomeration.When the degree of regional innovation is lower than the threshold,the strength of intellectual property enforcement is positively correlated with economic concentration,but the effect is not obvious compared with before.Therefore,the appropriate intensity of intellectual property enforcement is a necessary condition for regional innovation.
