Under the background of continuous enhancement of the trend of the integration of the world economy,the further deepening of the international division of labor,closer economic ties between the countries,international direct investment has evolved to become enterprises to participate in the main form of international economic competition.On the Central Asia regional economic cooperation has become a hot issue,and Central Asia's economic development is closely related to the regional international organizations,such as the CIS,the Eurasian Economic Community,Shanghai Cooperation Organization has increasingly become the focus of people's attention,Central Asia in the new pattern of economic concern is increasing the degree of concern.Since 1992,China,Kazakhstan,Kyrgyzstan,Tajikistan and Uzbekistan since the establishment of diplomatic relations,each other friendly relations have been developing very fast,become China and neighboring countries to carry out the success of peaceful diplomacy,promote the sound development of the Shanghai Cooperation Organization,the Silk Road to success also makes the relationship between China and four Central Asian countries increasingly close.In speeding up the implementation of the "going out" strategy,and actively building a "Silk Road Economic Belt" background and four Central Asian countries(Kazakhstan,Kyrgyzstan,Tajikistan,and Uzbekistan)has become the concern of Chinese enterprises overseas investment hot spot.Study on the investment environment of Central Asian countries,has multiple meanings:(1)to enrich about four Central Asian countries to study the investment environment theory,And to study the feasibility of direct investment in some countries of Central Asia,and the investment environment of other countries to provide research reference for other related research;(2)to provide a reference for our government departments the strategy and policy of direct investment in Central Asia;(3)can help the enterprise to be familiar with the investment environment of the host country,to provide reference for further study of investment risk;(4)It is beneficial to improve the quality and quantity of the foreign direct investment in order to increase the employment rate,increase the tax revenue and promote the sustainable development of the national economy through four countries actively improve their investment environmentThe research is divided into four parts.The first part is the introduction.Firstly,the paper introduces the research background and the research significance of this article,and on Central Asia investment environment factors,the overall investment environment research methods of literature review,and lay the theoretical foundation for this paper.The second part is the comparison and analysis of the elements of the investment environment of four Central Asian countries.Comparative analysis of the elements of the investment environment of four Central Asian countries.In this part,the investment environment is divided into four sub environments:the political environment,legal environment,economic environment and natural environment are compared and analyzed.In the political environment,the main consideration of the host government and the political situation and social stability;in the legal environment,considering the investment policy,tax and other legal proceedings,the investment policy includes investment restrictions and preferential measures for foreign investors,tax and other legal procedures are legal policies related to business management;in the economic environment,divided into macro economic factors,labor factors,science and technology,infrastructure and FDI effect of five sub factors are analyzed and compared;in the natural environment,this paper briefly describes the status of mineral resources in four countries of Central Asia,compares the water resources and the environmental sustainability of the four countries in Central Asia.The third part is the empirical analysis method,using MATLAB7.0,using entropy method and TOPSIS analysis method combined by calculating and analyzing four Central Asian countries political environment,legal environment,economic environment and natural environment,and the investment environment of Central Asian countries in 2014 and 2010 were compared and analyzed,political environment from superior to inferior countries are:Kazakhstan,Kyrgyzstan,Uzbekistan,Tajikistan;legal environment from superior to inferior countries are:Kyrgyzstan,Kazakhstan,Uzbekistan,Tajikistan;economic environment from superior to inferior countries are:Kazakhstan,Uzbekistan,Kyrgyzstan,Tajikistan;the natural environment from superior to inferior countries are:Kyrgyzstan Tajikistan,Kazakhstan Uzbekistan,,the four countries in Central Asia investment environment from the superior to the inferior countries are:Uzbekistan,Kazakhstan,Kyrgyzstan,Tajikistan.The fourth part is the conclusions and recommendations,first of all,to review and summarize previous part,then around the national level,local level and enterprise level puts forward relevant policy suggestionsThis paper has the following innovations:(1)This paper adopts a combination of qualitative analysis and quantitative analysis method,to analysis the investment environment of the four Central Asian countries,and also compares the political,legal,economic and natural of the four countries.(2)In the empirical analysis,take is combination of entropy and TOPSIS analysis method,entropy weight method is used instead of the expert scoring subjectivity to determine the weight method,better solve the weight problem of TOPSIS.(3)In terms of the selection of indicators,more attention has been paid to the universal index.The deficiency of this paper embodied in the data is not new,is not comprehensive.
