The Dynamic Research On The Effect Of Rural Poverty Alleviation Policy

Poverty is a common historical and realistic problem faced by all the countries in the world.It not only presents different characteristics and direction in different historical development stages,but also has close relationship with social,political and economic system in the same historical period.Through the intervention and intervention of public policy is an important means to eliminate poverty.Since the reform and opening up,China's rural poverty management has achieved remarkable results.In accordance with the Y 2300 government poverty line in 2010 to determine the criteria for the scale of rural poor population decreased year by year,China more than 700 million rural poverty population out of poverty,decreased from 770 million in 1978 to 70 million 170 thousand in 2014,laid the foundation for the comprehensive well-off.At the same time,from the absolute scale of the poor population,our country still faces the arduous task of poverty reduction.Our country has promulgated the "national 87 poverty alleviation program(1994-2000)","Chinese rural poverty alleviation and development program(2001-2010)" and"Chinese rural poverty alleviation and development program(2011-2020)" and other poverty reduction policies,strengthen the poverty alleviation fund investment and corresponding supporting policies to help the poor,to provide material support and policy a strong guarantee for rural poverty governance in China.Under this background,how to give full play to the effect of Poverty Alleviation Policies,improving all kinds of poverty alleviation and poverty alleviation policy performance,for the realization of China's "70 million rural poor out of poverty by 2020,all counties all fled poverty reduction" policy objectives is particularly important.This paper collected from 1997 to 2014 China's rural poverty and the poverty alleviation policy annual funding,using VAR model,the empirical analysis and test of different types of poverty alleviation funds poverty reduction effect on the dynamic of the poor areas,in order to put forward suggestions to improve the policy performance and reform direction of poverty reduction in China.According to this idea,the frame of this paper is as follows:first,introduces the research background,significance and research methods;second,the concept of the interpretation of the relevant definitions,research on the theoretical basis,from the definition of poverty,poverty alleviation policy,policy evaluation,Multidimensional Poverty Theory and measurement of poverty indicators,research on the results of review and summary;third,based on China's rural poverty situation basic descriptive statistical analysis of time series data;fourth,using the evaluation effect of VAR model of dynamic impact on China's rural poverty alleviation policy;finally,put forward the research conclusions and policy suggestions.The main conclusion is that the poverty alleviation policy funding is still an important basis for the realization of China's rural poverty reduction,FFW poverty alleviation policy dynamic effects on poverty reduction effect was most significant.The first industry in the current and future period will be as the main source of rural income,and the government on rural industry support funds,only at the beginning stage has significant effect on poverty reduction,poverty reduction effect in the late stage of gradually weakening.In addition,poverty alleviation projects in second years of poverty in rural areas played a role in slowing,and in the late effect gradually highlights,that poverty alleviation project funding should focus on long-term poverty reduction effect.The results of the empirical analysis,this paper found that the poverty alleviation policy has a positive effect on rural poverty alleviation work in our country,but there are still some defects in the process of policy implementation,and the future of the poverty alleviation work proposes policy recommendations.According to the process of rural poverty alleviation in China in the past,the factors that affect rural poverty reduction can be divided into internal and external factors.The main reason is the low educational level of rural population,labor burden and a high degree of social contact and low degree of policy participation is low;the external factors mainly have poor natural conditions,poor areas of infrastructure lag,poverty alleviation policy target deviation has little effect and social security etc..The empirical results and put forward the following policy recommendations:improve the poverty-stricken areas based on their own development capacity,including the participation of rural residents' educational and cultural level,labor skills,social security and government poverty alleviation projects;in the government on the basis of poverty alleviation and investment,improve the government poverty alleviation policy implementation mechanism,according to the actual needs of the poverty reduction target the effective arrangement of capital investment,and improve the poor dynamic information screening mechanism,strengthen the whole process supervision and feedback during the tracking of poverty alleviation funds.
