Accompany with the gradual thorough of the market economy system reform in our country and the aggravating global competition,our state-owned enterprise(soe)—economic entity that runs the Chinese way—has already showed its proper value and will surely bear the flag of economic soar.Nowadays,the external environment of enterprise is changing all the time,besides the constantly accelerating speed,the state-runed enterprise,with the intention of achieving sustainable competitive advantage,is supposed to implement the relevant reform.The aim of which is specifically erecting the modern company system that demands the coordination among organizational culture,corporate governance,property system and the manage practice.However,the sense of values,the code of conduct and the practice of management emerging from the long-term planned command economy,have already turned to be a misfit in the era of market economy and even,under the new situation,an obstacle of the development of the state-owned companies.In September 22nd 1999,policies on the soe reform have been introduced in which our government has identified that as an important source of competitive edge,the organizational culture ought to be laid adequate emphasis.Meanwhile,a storm of reengineering has been raised worldwide and our country is confronted with the economic system transition,all of which are bound to reach the further level of the soe,that is,the organizational culture.As a result,an intensive study of the organizational culture construction is quite essential.This paper elaborates the developing thread of the soe organizational culture and its status quo of construction by reading and analyzing relevant literatures and by visiting some enterprises.The particularity of this economic entity is defined;meantime,various issues of cultural construction and certain methods are demonstrated meshed with the organizational environment and the principium of culture innovation.Another priority of this paper is the cultural heritage.According to the dialectical thinking,the soe has its own excellent traditional culture and the corresponding problems as well in any time and background.Therefore we should take the outstanding cultural factors into account before designing the goals of the cultural innovation.Besides series of measures like establishing a good brand image,cultivating the people-oriented ideology,setting up a high-quality team of entrepreneur,as well as breeding a learning organization,a cultural landing model is raised in this paper,which are intended to make the new organizational culture work,for the sake of promoting the soe reform and then boosting the economic development of our country.
