Evaluation Analysis About The Bidding Program Selection Of Port And Waterway Engineering In Africa From The Pespective Of Program

With more Chinese enterprises going abroad,how to improve the competitiveness and profitability becomes the key focus of each enterprises.Based on the perspective of program and analysis of historical data,this thesis proposed a new bidding mode which would be a good reference of Chinese enterprises in overseas development.The indicator system of evaluation was divided into target level,guideline level,and index level,on the basis of research both home and abroad related literature.Each level has corresponding evaluation index which was selected by analytic induction of questionnaire method.On the basis of questionnaire method and data screening,program decision model was established within the feature of index network of features.Decision model results were defined as integrated property value.The metrizability of evaluation index result was guaranteed by using matrix standardized to eliminate the difference of index dimension.ANP and the related research method calculated the index property weight and decision makers' weight,and got project group within single project of integrated property value.The property value would decide pros and cons degree and adaptability of program.On related data operation,SD decision software of part data calculation was applied to solve the complexity and accuracy of calculation.To solve the problems of bidding,bidding model of program was established with historical project data and research on game theory and the best expected profits of each project was evaluated by introducing the expected payoff function.Finally the most adaptable and competitive bidding of program was developed by taking the overall values and best expected profit as a reference index.This paper aims to establish program selection indicator system and select the most appropriate bidding strategy by analysis the evaluation decision model,so as to improve the competitiveness in the construction industry,and contribute for our country construction enterprise development and competition.
