Study On The Conversion Of Economic Growth Kinetic Energy Of Hubaoe Urban Agglomeration Based On The Theory Of Endogenous Growth

With China's economic development stepping into the new normal,our country is beginning to reduce the demand for energy and strengthen environmental protection.Then Inner Mongolia's economic growth rate has gradually shifted from high-speed to mid-high-speed.Inner Mongolia traditional advantage and characteristics industry is also faced with the problems such as overcapacity,rising labor costs and strengthening constraints of resource and environment.The traditional economic growth ofinvestment-driven is facing severe challenges.It is the major issue thathow to achieve economic growth and converse the old economic growth energy into new energy.As the largest growing urban agglomeration in China in recent years,the HuBao E urban agglomeration GDP in 2015 accounted for 61.9% of Inner Mongolia,of which the secondary and tertiary industries accounted for 51.43% and 62.55% respectively.The HuBaoE urban agglomeration is an important growth pole in Inner Mongolia.It is of great significance to study the economic growth of the HuBaoE urban agglomeration,which is also of great significance to realize the continuous economic growth of Inner Mongolia and to build the beautiful scenery of northern China's economy.The paper focuses on the transformation of kinetic energy of urban agglomeration.The paper is based on the theory of domestic and foreign related research literature.The paper takes the endogenous economic growth theory and the related analysis ideas and methods as the main line,and analyzes the basic conditions and growth process of the economic growth of the urban agglomeration.The paper considers that with the market demand for energy and mineral resources declining and coal and other industrial overcapacity,the traditional investment-driven economic growth momentum is weak,which need to achieve the kinetic energy conversion through improving technological,increasing human capital investment,increasing the R&D activities of the investment and policy guidance.In order to further analyze the necessity and possibility of the transformation of the old and new kinetic energy of the urbanagglomeration,the paper based on the theory of endogenous economic growth,constructed the model of endogenous economic growth and took advantage of16 years economic data of the urban agglomeration since the development strategy of the urban agglomeration determined.This paper makes an empirical analysis on the steady growth of the HuBaoE urban agglomeration,and makes a corresponding calculation on the contribution of labor,capital and knowledge to the economic growth.The results show that the kinetic energy of economic growth from capital tothe knowledge has not yet been realized.To achieve sustainable economic growth,we need to take practical measures to accelerate the transformation of old and new energy.The HuBaoE urban agglomeration should be guided by the innovation-driven strategy,accelerate the process of structural reform of the supply side and promote the transformation and upgrading of the industry.The HuBao E urban agglomeration should attach importance to the investment of human capital,establish the mechanism of the introduction of flexible talents and the cooperative development of urban agglomerations.To make the enterprises as the main body of the the transformation of the old and new kinetic energy,HuBao E need to enhance the vitality of enterprise R&D with the reform of supply side.
