Research Of The Application Of PPP Mode On The Infrastructure Projects In Fujian Province

To promote the strategic adjustment of economic structure and accelerate infrastructure construction.It needs to be further innovated,which focus on the field of investment and financing mechanism.The positive role of social capital especially is private."Social capital is allowed to participate in urban infrastructure investment and operations through franchising and other means," the third plenum of the 18th CPC central committee said that.In 2014,the state council about innovation and financing mechanism encouraged that social investment guidelines"(GuoFa[2014]NO.60)is put forward that:" To break the industry monopoly and market barriers,reduce barriers to entry,establish a fair and open market rules.In order to equal opportunities and investment environment,then encourage social investment,especially private investment.To deposit quantity with good incremental,adjust the structure of board and service national productivity layout,then promote the construction of key areas and increase the effective supply of public products." Therefore,governments resolve the debt risk at all levels based on local financing platform,then improve the efficiency of public goods supply and the quality of the background,actively explore and wide application of the government and social capital cooperation PPP(Public-Private-Partnership)model to accelerate the construction of a new type of urbanization in our country,it is important for improving the capacity of national governance and building national modern financial system.This article bases on the concept,classification and operational framework of PPP,introduces and summarizes the experience at home and abroad,expounds the PPP model in infrastructure development in Fujian province.Based on three cases in the practical application,the experience and the analysis of existing problems,finally,puts forward relevant policy suggestions.The research in this article has five parts,specifically:The first part,the introduction.Including the background of the topic of the thesis;The concept of PPP,classification,operational framework,and applied theory foundation;The concept and classification of infrastructure;Relevant research and review of PPP models at home and abroad;The goals of research goals and technology roadmap.The second part,the PPP model has a successful experience at home and abroad.Introduction of the PPP model and the successful experience of Beijing metro line Four.The third part,the main development of the PPP model for infrastructure in Fujian province.Summarizes the overview of Fujian province economic development and infrastructure,the paper analyzes the current situation of the PPP mode application in Fujian province,and the three different types of infrastructure projects in Fujian province and application of PPP model in case analysis.The forth part,the problems in the application of PPP model for infrastructure projects in Fujian province.From the concept of development,the idea of financing model,the uncontrollable risk of project and the inability of the government to pay the repayment of the debt are discussed.The fifth part,conclusions and policy recommendations.This paper proposes four constructive suggestions for constructing ecological finance,building diversified models,evaluating project risks comprehensively,and using fiscal expenditures rationally.
