Household contract responsibility system greatly improve the efficiency of farming land,for solving grain increase production,solving the problems such as subsistence problem has a positive effect,but the population flow to speed up,the adjustment of agricultural production relations and agriculture marketization accelerating,the height of a one bulk production mode caused greater resistance to agricultural development,seriously hindered the process of agricultural modernization.Farmers to the core of rural agricultural problems is to improve agricultural production efficiency,only the best use of cultivated land,the release of the rural population dividend,improve the efficiency of the yield,extending agriculture industry chain,the development of agricultural industry is dynamic and vibrant.The family farm as a major trend in the development of agriculture and modern agriculture,in western countries has a long history,and has set up a quite mature.But in our country for the conditions of development in China family farm can not completely copy the western experience,should grasp the objective law of family farm development premise,the construction with Chinese characteristics of the family farm.Family farms in our country is on collective land,on the basis of all,through a certain scale of land circulation,will land on the farmer,for large-scale production of science,The family farm is an extension of the household contract responsibility system and the innovation,after years of practice and development,the family farm create songjiang?cixi?langxi?wuhan?yanbian five representative models in our country.Based on current situation of the development of agriculture,in 2015,primary industry,secondary industry and tertiary industry development is the important measures to broaden the channels of increasing farmers' income and to build a modern agricultural industry.As a national strategy implement,this for the future development of the family farm to find a new path.Tertiary industry fusion model will be conducive to the planting industry downstream extension,promote production,storage and transportation,processing,sales,and tourism integration development,adjust the structure of agricultural production,agricultural production and market of matching,to develop industry of agricultural value,set up in order to increase farmers' income as the core of modern agricultural industry system.Overall,the family farm as an important new type of agricultural management main body in promoting agricultural development and farmers' income play a clear role.But such as the quality is not high,benefit is bad and the target is not clear,these kind of phenomenons exist to varying degrees,the family farm development of industrial convergence can effectively solve the above problem,but the family farm carried out tertiary industry fusion model a full-scale on the development of convergence will take time.In this paper,by using the method of Practice Investigation and the theory combined with practice,from the individual case,the Sheng lao han of jing shan family farm serves as the research object,expound the government in the role of lead family farm which carried out with the agricultural,industrial and services industrial development model.System studied is filled the Sheng lao han of Jing shan family farm development present situation,characteristics of tertiary industry integration mode,the government role in it planning and leading,land circulation,financial services,etc.then results analysis,on this basis,it is concluded that the government in support of the family farm there are lack of planning the implementation of the tertiary industry fusion,policy propaganda is not in place,the land circulation problems such as nonstandard.In the following countermeasures are put forward:(1)Increase the publicity of policy;(2)To promote the orderly land circulation;(3)Push up effect offinancial support;(4)Constructing agricultural socialized service system;(5)Increase the profit of the talent introduction;(6)Enhanced external promotion effect.
