Since the National Development and Reform Commission announced the first batch pilot cities of new urbanization in 2014,the new urbanization construction is in full swing,the state requires 2018 delivery of new urbanization results.Yuzhou City,as the first batch of pilot counties have achieved the new urbanization of the stage results,but in the process of exposure to the problem,especially in rural areas of farmland circulation problem is very prominent,such as the enjoyment of new urbanization results of farmers is still small farming,failed to achieve the intensive use of arable land,agricultural output efficiency is low,some farmers still do not want to transfer their own farmland or frequent changes in the flow of objects,which caused obstacles for the new urbanization requirements of agricultural modernization,long-term stability of the relationship.Although many scholars have studied the influencing factors of the willingness to transfer the cultivated land in rural areas,this paper has also compiled and analyzed the literature,but through the author's field investigation,most of the conclusions of previous studies have not been fully implemented in rural areas.Because conclusion is too broad,there is no practical operation,and the current willingness to turn over the past have a greater change,especially in the more developed county seat.On the basis of combing the problem of cultivated land circulation in recent years,this paper puts forward the research purpose and research method of this paper.First of all,the theoretical basis of the study is about the theory of land rights,land rent and land price.Secondly,it analyzes the influencing factors of farmer's turnover in theory,and further designs the research questionnaires of these research factors,And in Yuzhou rural areas of the field survey,visited a total of 22 townships,400 households to visit,effective access to 370 households,of which the flow of their own farmers farmers220,did not participate in the transfer but there are 70 farmers willing to participate,not involved Circulation and does not intend to transfer 80 households.In this paper,we first study and compare the classical methods such as LDF,tree model and Logistic model,and then use the neural network algorithm(ANN)for other computational science fields in recent years(SVM),and finally selected the classical Logistic model and ANN to analyze the data of this study and compare the results of the two algorithms.The results show that the ANN model is more in line with the actual situation of the survey than the Logistic model.For the specific reasons,see Section 6.5.The ANN model not only gives more realistic results,but also gives the importance of the factors in the rankings,namely,the average annual income,age,land entitlement,family population,county residence intention,township,contract use.This conclusion is very different from the previous study is the land will be willing to host and the city will be highlighted.Finally,according to the calculatedresults and the actual situation in Yuzhou City,this paper puts forward the concrete measures to promote the transfer of agricultural land and promote the construction of new urbanization,and the long-term mechanism of guaranteeing the survival and protection of farmers after returning cultivated land.With a view to the new urbanization pilot counties Yuzhou City and other similar cities and counties to provide a little reference.
