Along with the increasing pressure of china’s economic development, agricultural development, especially food security is put in an important strategic position. To solve the agricultural development problem and to promote the steady and fast development of modern agriculture has become a major and urgent topic in present china. Then, it is important to ensure the effective development of agriculture by further optimizing the allocation of agricultural production resources, especially the reasonable transfer of farmland resources.In this paper, the property rights theory, institutional change theory, farmland scale economic theory and other connected theories are the basis. Combining with the specific requirements of the development of modern agriculture,this paper summarizes the current characteristics of farmland transfer in Guangxi province,dialectically analyzes the mechanism between the development of modern agriculture and farmland transfer, providing detailed theoretical support for modern agricultural development and farmland transfer. Based on the field survey of 12 villages in Guangxi province, we have a general knowledge about each village and the farmers involved in farmland transfer situation. Based on the analysis of the data collection, the logistic regression model is established to analyze the restricting factors of farmland transfer in Guangxi province, which provides empirical theory analysis for promoting the smooth circulation of farmland.The research results show that 48.9% samples of farmers actually participate in farmland transfer, the difference the forms of farmland transfer are not only caused by farmers themselves, but also related with the local agricultural management form,the legitimacy of farmland transfer is weak. Age, distance between town and farmer’s house, education level of farmers, and participation in medical insurance have significant effect on whether farmers involve in farmland transfer or not. According to the results of empirical analysis, the author puts forward the corresponding measures and suggestions. in order to promote the smooth development of rural farmland transfer and speed up the development of modern agriculture, it is essential to improve the farmer’s ideology, to perfect the rural social security system, to increase the farmers’ human capital investment, to regulate the procedure of farmland transfer, to build farmland trading platform, and to develop new agricultural management form.
