The Risk Management Research Ot High-speed Railway Project In PPP Mode In China

Railway is an important infrastructure,which plays an important role in the transportation system of our country.With the "long-term railway network planning"issued officially,more and more of the high-speed railway will be built.However,the traditional financing mode that government paid has been unable to meet the large demand,so government encourages local government to attract social capital,including private investment and extensive foreign investment,to participate in railway investment construction.It shows that social capital is playing an increasingly important role in railway construction.The PPP mode is the main way for social capital to enter the high-speed railway construction and operation,but it usually has more complex financial structure,large investment scale,long construction period,many participants and other characteristics,the risk throughout the whole time of the project.What's more?The PPP mode implemented too short,the risk management ability and experience of railway PPP project for social capital is still lacking,result in serious shortage of financing risk management in railway PPP project.The level of risk management determines the success of project financing in PPP mode,how to identify,evaluate.share and control the financing risk is the key to the success of high-speed railway projects.The paper based on PPP project model theory and related risk management theory,aims to analyze the existing risk factors in the railway PPP project,pro vide corresponding Suggestions and puts forward suggestions to the enterprise risk management system.The paper firstly analyzes the present situation and existing problems of the high-speed railway project risk management.Then deepen the process of risk management.In risk identification,through literature analysis method for railway project risk has carried on the preliminary identification,and then use the expert evaluation method for risk review to get the final risk list.The risk factors are then assessed in three levels,using the risk matrix method.The risk response plan is developed and the risk monitoring strategy was strengthened through cases and literature.Finally,combining with foreign management experience,the proposal is put forward for the risk management of high-speed railway PPP project in China from two aspects:internal management of enterprises and external supervision of enterprises.Within the enterprise,the enterprise needs to optimize risk management organization,improve the risk management system,the integrated use of various means of risk management to strengthen the management of risk levels.Outside the enterprise,it is necessary to urge the government to improve the relevant laws and regulations,strengthen the investigation of the market,understand the market movement,is the means to guarantee the profit of the enterprise.Through the rail of the PPP project risk management research,aims to solve the problem of railway construction fund gap,optimization of enterprise risk management process,improve railway the operability of the PPP project risk management research,improve the ability of the private enterprise risk management,so that enterprises can improve the ability of high-speed railway of the PPP project risk management,enhance the competitiveness of the enterprise itself.
