Research Of The Optimization For Agricultural Industry Chain Under The Background Of Supply-side Structural Reform

Agriculture,as the basic industry of national economy,is the basis of the maintenance people's production and living.It has important status in the economic development.Imbalanced product structure,overcapacity,lack of funds,low conversion rate of scientific and technological achievements are the most serious problems in the development of agriculture,and these problems restrict the development of economy.On The 11 th Meeting of Central Finance Leading Group,Supply-side Structural Reforms been proposed for the first time,it means China's policy priorities transformed from demand side to supply side.In 2016 Central NO.1 Document and Rural Work Conference in December,the structural reform of agricultural in supply side was stressed again,and the optimization of the agricultural industry chain is one of the goals.At present,research on agricultural industrial chain more focus on the demand side,this article will analysis the factors which influence the optimization of agriculture industry chain from the perspective of the supply side.First of all,illustrates the supply side structural reforms will promote agricultural industry chain optimization from the view of control theory,the institutional change theory and path dependence theory,industrial organization theory and game theory.Secondly,introduces the status quo and existing problems of the agricultural industrial chain.Due to the product category is numerous,the nature are also not identical,this article selects wheat as analysis object,which has the important status in the agricultural,and introduces the each link's present situation of the wheat industrial chain from supply side.Then,weighted variable factors to represent the level of industry chain optimization,and combining the level with labor,land,capital,technology,system and other factors which influenced by supply-side structural reforms and analysis the role of these factors in industry chain optimization.The empirical results show that the number of labor and irrigation area are negatively correlated with the degree of industry chain optimization,labor productivity,land productivity,the proportion of agricultural financial subsidies,research fund input and scientific research personnel quantity are positively correlated with the degree of industry chain optimization.This means higher labor productivity and land productivity rather than labor force and land increase represent the optimization of industrial chain,simple labor increase and the expansion of land may cause the waste of resources.In positively correlated variables,the effect of land productivity and labor productivity are relatively strong.Therefore,the government should focus on the role of land and labor in agricultural production,giving full play to the advantages of system,improve the system of land circulation,strengthen the rural education,enhance farmers' knowledge and skills training,etc.At the same time,it should set up special fiscal funds,improve the electronic commerce service system,cultivate professional farmers and develop tourism and creative agriculture to optimize the agricultural industrial chain.
