With the rapid development of information technology and the trend of economic globalization,the competition is more and more important for the competition of science and technology between countries.The rise of a new round of technological revolution and the industrial revolution around the world,the high-tech manufacturing industry face the fierce international competition.High-tech manufacturing industry must change the management mechanism,improve production efficiency and improve the level of development capability.High-tech manufacturing industry has remained as an important issue in academic feilds of scholars at home and abroad.The implementation of the 13 th Five-Year Plan and promoting of reform of the supply side in China,industrial structure presents the technical characteristics of high intelligent and high-end.High-tech manufacturing industry is one of the important measures during the period of the 13 th Five-Year Plan in order to promote economic development and industrial transformation and upgrading for China.The rapid development of high-tech manufacturing industry is benefit to promote China's industrial structure to move accelerately toward medium-high end,enhance the competitiveness of products in the market and provide strong power for steady growth,advancing reform,structural adjustments and benefiting the people.High-tech manufacturing industry play an important role in promoting the industrial transformation and upgrading and expanding effective supply.Based on the previous research and theory of industry heterogeneity and development capability,from the industrial endogenous differentiation namely the industrial heterogeneity perspective and making 22 industries of high-tech manufacturing as the research object,the paper studies heterogeneity and development capability of high-tech manufacturing industries in China by using panel data from 2000 to 2014.By choosing the representative indicator of industrial heterogeneity namely total factor productivity and its decomposition value and development capability index,then we can calculate the specific values aboutindustrial heterogeneity and development capability by using the Euclidean distance method and factor analysis method respectively.Finally,it studies the impact of industrial heterogeneity on development capability with empirical analysis by establishing the regression model about the heterogeneity and development capability.The results show that there are great differences in total factor productivity and its decomposition value about 22 industries of high-tech manufacturing in china.In other words,there is a strong heterogeneity of the productivity between the industries.At the same time,industrial heterogeneity has a significant positive role in promoting its development capability for high-tech manufacturing industry in China.Based on above conclusions,the paper puts forward some policy suggestions such as improving the total factor productivity of high-tech manufacturing industry,optimizing the allocation of resources and increasing the capability of independent innovation to promote the development capability of high-tech manufacturing industry in china.
