Analysis Of Agricultural Land Use Efficiency Measure And Influence Factors Of The Taihangshan Poverty Areas

In 2011,the State Council issued the "China's rural poverty alleviation and development program(2011-2020)",it established the 14 consecutive areas of poverty-stricken areas for China's poverty-stricken main battlefield.The 18 th CPC National Congress also stressed that poverty alleviation in poverty-stricken areas is the most important task of poverty alleviation in China and is the guarantee for the realization of a well-off society in 2020."Targeted poverty alleviation" policy is put forward for the poverty-stricken areas to guide the direction of poverty removing.How to achieve precision targeted poverty alleviation has become the most improtant task for poverty-stricken areas to get out of poverty and to achieve the most well-off.In the economic development of poverty-stricken areas,agricultural production occupies an important position,and the efficiency of agricultural land use in poverty-stricken areas is not only supported the poverty alleviation in poverty-stricken areas,but also an important way to realize the sustainable production of agricultural resources.In this paper,the Taihang Mountains poverty areas were used as the object of study to analyze the efficiency of agricultural land use efficiency under different farmland management scale,and to analyze the factors influencing the efficiency.The study is on how to improve the efficiency of agricultural land use.In this paper,the data envelopment model(DEA)is used to calculate the total factor productivity(TFP)of different farmland operations in poverty-stricken areas.The results show that the efficiency of agricultural land use in poverty-stricken areas is different from that in non-poverty areas.The efficiency of agricultural land use efficiency in poverty-stricken areas shows a positive U-type.When farmland management scale is small,agricultural land use efficiency is large.When farmland management scale expands,the utilization efficiency of farmland is decreasing.Only when a certain size has been reached,the efficiency of agricultural land use will grow with the expansion of the scale of operation.Large-scale centralized management reflects the high efficiency.This paper puts forward the definition of "non-positive scale of production" in the area where the efficiency of agricultural land use is reduced.Tobit regression analysis was carried out to study the influencing factors of agricultural land use efficiency in poverty-stricken areas.The study shows that the average age and educational level of the agricultural labor force in the poverty-stricken areas are not significant factors affecting the efficiency of agricultural land use.While the subsidy income of farmers in poverty-stricken areas and the degree of Part-time Farming of farmers are very significant.Which is closely related to the precise poverty alleviation of the poor areas.Only the implementation of the poverty alleviation policy in the poverty-stricken areas can reduce the negative impact of agricultural and industrialization on the efficiency of agricultural land use in poverty-stricken areas,but also reduce the mismatch of farmers' subsidies in poverty-stricken areas,so as to achieve The purpose of the getting out of poor better.At the end of the article,this paper puts forward some policy suggestions on the agricultural development of Taihang Mountain areas: adjust the scale operation of the agricultural land in the poverty-stricken area;get out of the "non-active scale of production";the government should encourage the part-time farming farmers transfer the land to form the appropriate scale of agricultural land management;the government should rely more on precision poverty alleviation,tailor-made poor farmers subsidy;help the poor households involved into the regional characteristics of agricultural development chain;make the sustainable use of land,reduce the phenomenon of land abandonment.
