Study On The Mid-term Evaluation Of The Planning Of The Modernization Of Agriculture And Animal Husbandry In Xinjiang

Long term planning in agriculture is the guiding principle for the development of agriculture in the future.Tracking analysis of the situation in a timely manner to carry out the implementation of planning,evaluation,objective evaluation of the overall planning objectives,major tasks,major projects,indicators such as completion and implementation,effectiveness evaluation planning,discover and analyze the existing problems and the reasons,at the same time according to the internal and external development environment changes and puts forward improvement countermeasures and suggestions on implementation of planning effect.To promote the completion of objectives,tasks and major projects planning,and promote comprehensive coordinated and sustainable economic and social development,accelerate has important significance to realize agricultural modernization.In this paper,"the Xinjiang Uygur Autonomous Region agriculture and animal husbandry modernization plan(2011-2020)" as an example,the Xinjiang agriculture and animal husbandry evaluation index is divided into four levels,respectively: regional layout and industrial structure,key projects,support system and planning implementation effect.Given the weight of the indicators by four levels of indicators,through the investigation and analysis,trying to explore the evaluation methods of agricultural long-term planning objectives,in order to carry out agricultural long-term planning assessment in the future,to explore the establishment of a set of operational planning index evaluation method.
