Study On The Development Level Of Agriculural Modernization In Shaanxi Province

China is in the transition phase from traditional agriculture to modern agriculture, the eighteen delegate to the party congress pointed out the need to promote industrialization, urbanization, informatization, agricultural modernization "four modernizations" simultaneous development, "four modernizations" is linkages and indivisible which is to be an important strategic task of socialist modernization and an important driving force to promote healthy economic development in our country. 2012 Shaanxi Province pointed out the need to develop modern agriculture, improve the modern agricultural industrial system, use financial, industrial, distribution and other modern concepts to accelerate the modernization of agriculture in modern agriculture development plan(2011- 2017). Based on current backgrounds and opportunities in Shaanxi Province agricultural development, research on the development level of agricultural modernization in Shaanxi Province, not only for scientific positioning of their own development and then develop a new strategic decisions, but also have great significance on enhance the overall competitiveness of agriculture and accelerate agricultural modernization process in Shaanxi Province.Based on the extensive terms of reference about agricultural modernization at home and abroad, this article clarify the connotation and substance of agricultural modernization through comparative analysis, establish evaluation index system in close connection with the actual situation of Shaanxi Province. Empowerment for the evaluation index system through analytic hierarchy process, use multi-index comprehensive evaluation to analysis the development level, forms, source of the problem of Shaanxi Province ten years(2004-2013) agricultural modernization, research on the development level of agricultural modernization in ten cities in Shaanxi Province, obtain the advantages and disadvantages of Shaanxi Province agricultural modernization through comparative analysis with other five provinces. Analysis the factors and mechanism which impact on the level of agricultural modernization in Shaanxi Province, provide policy recommendations in order to improve the level of agricultural modernization in Shaanxi Province.Obtained through the evaluation and analysis of the following three main conclusions: First, the level of agricultural modernization of Shaanxi Province in 2013 is in late infancy, although compared with the level a decade ago, a significant development had improved, but it still face a low overall level of agricultural modernization reality. From the specific development situation, the level of agricultural and rural economic structures of socio-economic development at the advanced level, the level of agricultural inputs, agricultural output level, the level of sustainable development of agriculture in a backward level. In decade, output levels and socio-economic development of rural agriculture had rapid growth, the level of agricultural inputs, agricultural economic structure, sustainable development of agriculture had slower growth. Second, the level of agricultural modernization in Xi’an, Baoji, Xianyang, Tongchuan, Hanzhong five places higher than Shaanxi Province, the level of agricultural modernization in Yan’an, Weinan, Ankang, Yulin, Shangluo five places less than Shaanxi Province. From a regional perspective, the level of agricultural modernization in Guanzhong area is obviously at the forefront of Shaanxi Province, the level of agricultural modernization in the northern Shaanxi Province region and southern Shaanxi Province region are relatively backward. Third, Shaanxi Province and other five provinces in the development of agricultural modernization’s level are in the order of Hubei, Shandong, Sichuan, Anhui, Henan, Shaanxi Province, the level of agricultural modernization in Shaanxi Province is in the last row, indicating the level of agricultural modernization in Shaanxi Province is relatively backward.According to the development characteristics of modern agriculture in Shaanxi Province and the actual situation faced by paper targeted strengthening construction of agricultural material support system, promote agricultural restructuring, increase the level of agricultural industrialization, agricultural management organization system innovation, improve the financial investment and the implementation of the tilt mechanism six of benefiting the agriculture policy gives the corresponding policy recommendations.This article gives strengthening construction of agricultural material support system, promote agricultural restructuring, increase the level of agricultural industrialization, innovation agricultural management organization system, improve the financial investment and the implementation of the tilt mechanism benefiting the agriculture policy six targeted corresponding policy recommendations according to the development characteristics and actual situation of the agricultural modernization in Shaanxi Province.
