Research On The Construction Of Knowledge Base In China

As the publishments of documents about think tanks construction, the construction is in full swing and the study of think-tank abilities is particularly important. As the source of nation intelligences, think tanks ability’ strong or weaknesses is closely related to China’s soft power competition, and also related to national governances, and the "think" can help China realize the economic transformation and upgrading.This article adopts the analysis method of the political system theory, taking think tanks as a whole.From three aspects the input, output, transformation, a macroscopic view to study its operation to build the framework.And put forward some constructive opinions to help think tanks to enhance their resources support capabilities, output capabilities and achievements transformation capabilities.The first chapter mainly introduces the topic backgrounds and significances, the current research statuses at home and abroad, research methods, and the basic concepts of the think tanks capacities.The second chapter uses political system theory to construct the think tanks abilities framework, including resources support capacities, output and achievements transformation abilities, and makes a detailed combing. Resources support capabilityies include funds, talents, informations, policies, etc. The output abilities depend on the think tank’ mechanism which is open or not,including funds management, talents management, topics selection, organizations setup,etc. Achievements transformation abilities refer to the degree of research results transformate into policies, not only to affect domestic but to abroad, both to influence policymakers and the decision stakeholders, using a variety of forms. And for the relationship between the think-tank competence factors are analyzed.The third chapter points out the overview of think tanks capacity building;the problems of think tanks abilities construction in our country: resources supporting capacities are insufficient, results output capacities and achievements transformation abilities are weak; analyzing the reasons of the existing problems, the insufficient resources support, the weakes systems and mechanisms as well as the marketing consciousness.The fourth chapter considers think tanks should enhance resources support capabilities, and innovate systems and mechanisms, and adopt results-oriented marketing to strengthen the think tanks capacities.
