| As the "blood" of industrial development,energy has always been a vital place in the economic development of all countries,to further promote the rapid economic growth,but since the industrial revolution,the excessive exploitation of energy and improper use of the ecological environment deterioration has become increasingly serious.China,as the largest developing industrial country in the world,is a typical representative of the coexistence of environmental pollution and economic growth.To this end,the Chinese government has put forward the scientific concept of development,low-carbon economy,recycling economy and other green development concept,and formally put forward the concept of"green development" at the Fifth Plenary Session of the 18th CPC Central Committee to indicate that our government is facing the determination of environmental pollution control and rectification efforts.In the perspective of green development,this paper first reviews the relevant theories of green development and total factor energy efficiency,and combs the literature.Then based on the SBM-Undesirable distance function and the Global Malmquist-Luenberger index method,We comprehensively study the expectation and non-expected output indexes,such as unintended output of energy,capital,labor input,regional GDP,and main pollution discharge etc.,and calculate the provincial total factor of energy efficiency under the green economy between 2003 and 2013 in China,especially the Spatial-temporal variation of energy efficiency at the silk road economic belt provinces,in order to comprehensively and intuitively show China’s regional energy efficiency.In the last part of the paper,we use the GML index decomposition method based on the global production technology,set to analyze the causes of the change of the total factor energy efficiency in China,from the two aspects of pure technical efficiency and technological progress.In addition,this paper also compares the energy efficiency under the non-green development perspective with that from the green development perspective,and demonstrates again the validity of the"Porter Hypothesis".The results show that,China is still on the left of the EKC curve,and the inter-provincial energy inefficiency is widespread and there is the potential for continued decline;The energy efficiency of the whole country shows a ladder-like distribution of regional agglomeration in the eastern,central and western regions,and the same with the focus study area;After the decomposition of efficiency,we found that growth was mainly due to technological progress;This paper demonstrates again the validity of the "Porter Hypothesis",affirmed the vitality of the theory of green development and provide useful help for the green economy under the supply side of energy reform. |
