Risk assessment and risk control is an important supporting technology of modern enterprise project management,the core purpose is to enable enterprises to avoid or minimize losses,the threat into opportunities,achieve healthy development.In recent ten years,with more and more negative effects of environmental pollution incidents,accidents and occupation disease caused by the more prominent,environment and occupation health and safety related risk assessment and control for the survival and development of enterprises is becoming more and more important.The vast majority of enterprise risk management for the environment and occupation health and safety is the basis of the established IS014001 environmental management system and OHSAS18001 occupation health and safety management system on and carry out risk assessment based on environmental factors and hazard has formed two relatively independent and highly similar evaluation system.However,most of the current literature at home and abroad mostly focus on the optimization of environmental factors and risk source risk assessment methods,and seldom involve the theoretical research of comprehensive risk assessment system.Therefore,how to develop and design a comprehensive evaluation method of environment and safety risk is very important.Based on the comprehensive analysis on the present research,the V automobile company's production and business activities as the research object,from the risk assessment of cehemicarl process model,an improved evaluation method of enterprise environmental factors "theory and hazard risk comprehensive evaluation model of Dow Chemical Index Based on the internal relation between the environment and occupation health and safety risk management,for enterprises to accurately evaluate the risk,and take measures to provide an important basis for decision-making.This thesis will start from the following three aspects:1.Through the review of relevant literature,the correlation and differences of the research on environmental factors and hazard in risk identification and risk evaluation,found in risk identification,the two have higher similarity and fusion,feasible comprehensive identification;risk assessment in the aspects of the domestic research results mainly concentrated in the following three one is the safety,risk assessment as the basis,into the environmental risk assessment content,two is the establishment of environmental safety risk matrix method for specific industries,three security risk assessment of hazardous chemical industry material environment model.The three aspects of the research show that the main comprehensive mature environment and safety risk assessment method research object is the chemical substance,which laid the foundation for the further development of the comprehensive risk evaluation model for the automotive industry;2.Through the evaluation of the comprehensive risk selection method to determine the design principle of comprehensive risk evaluation method considering factors analysis,application,advantages and disadvantages,the existing comprehensive risk evaluation method of chemical industry concluded:Based on Dow Chemical Index Evaluation Method "theory improved comprehensive risk evaluation model of project management risk management theory in the chemical industry and the extension,V can be used as the car company's environmental factors and hazard risk evaluation method;3.Based on the "Dow chemical index evaluation theory as a method of improving V Motor Company environmental factors and hazard risk comprehensive evaluation method of the research,including the foundation coefficient(BF),technological risks(PF)and compensation coefficient(C)technology design,three core content definition of quantitative risk evaluation formula the design and risk grading criteria.The design principle of this method fully combines the industry characteristics of automobile industry and the actual situation of V Company,and the accuracy of risk assessment is good,which is worth popularizing in automobile industry;Two environmental and safety management system tools will be standard version of the update and upgrade,the two methods of standard pay more attention to risk management and control requirements of the organization,emphasizing innovation and continuous improvement;secondly,emphasizing the integration of management system,management system is the organization of the future will use the same structure and basic framework the future trend is the integration of elements,methods of identification and evaluation to encourage enterprises to establish environmental factors and hazard,to improve management efficiency,reduce unnecessary waste.Thus,whether the enterprise in order to respond to changes in the environmental management system and occupation health and safety management system of the new standard,or for improve the level of risk management considerations,theoretical research on integration and optimization of enterprise system environment factors and hazard risk assessment,has important research value and practical significance.However,at present only because of chemical and chemical industry,electroplating,and sulfuric acid has great environmental safety risks of the industry put forward clear requirements,other industries on the comprehensive risk environment and safety evaluation methods,such as mature automobile,machinery manufacturing,electronic solutions and other traditional industries have few established environment and occupation health and safety risk comprehensive evaluation system and case.In this paper,it is suggested that all industries and enterprises should carry out the planning and implementation of environmental and safety comprehensive evaluation system as soon as possible in order to cope with the changes of new standards and improve the level of risk management.
