Since the reform and opening up, China’s rural economy has made rapiddevelopment, however basic medical services for the rural situation is not optimistic,"Medical treatment is difficult and expensive," is still strong social issues highlyconcerned about by rural residents and the government, but also a concentratedexpression of a variety of issues in the rural basic medical services field. In recentyears government has increased fiscal input in health services in rural areas toimprove the supply situation, particularly since the New Rural Medical CooperativeScheme being carried out in2003, reduced the risk of diseases of the rural residents tosome extent and improved the ability and level of basic medical services in rural areas.However, it remains to be investigated whether the demand for medical services of themajority of rural residents is able to be met.In this paper, from the perspective of institutional analysis, the subjects of system,the demand side, the providers and the management agencies, and the implementationof the system, fund raising, fund compensation and reimbursement process on theNRMCS has to be a comprehensive analysis, and using the collected data and chart,we get quantitative description of the supply of basic medical services under theNRMCS, including the medical and health expenses, health resources in rural areas aswell as rural health services.In this paper, we get the specific research situation of Huaining County, AnhuiProvince as the basis for case studies. From the demand side of the rural basic medicalservices and the introduction of the concept of "satisfaction", we explore the degreeof recognition of the rural basic medical services under the NRMCS, including thestarting, the reimbursement rate, the reimbursement process, the facilities andequipment of medical institutions, the attitude of health care workers and themedical effects.In this paper, though the research data, using factor analysis model to investigatethe satisfaction evaluation of Farmer Participation of the NRMCS in rural basicmedical service. The results showed the degree integrated score of parameters in ruralbasic medical services satisfaction is2.73points, and nearly68.7%of the parametersevaluate the results of more than2.5, most of the parameters still relatively agree withthe rural basic medical services under the NRMCS, but it is not entirely satisfied inthe outpatient compensation mechanism, the efficiency of reimbursement process andfacilities and medical staff on the technical level of the village clinics. Finally, this paper put forward some countermeasures and suggestions onimproving rural basic medical services under the NRMCS, which include promotingthe rural medical security system reform, optimizing the NRMCS with an appropriateincrease in outpatient compensation, improving the efficiency of the new ruralcooperative agencies; strengthening rural health management system construction,increasing financial support for medical and health services in rural areas, building therural health service system based on public hospital and strengthening theconstruction of rural medical team.
