Study On The Problems And Countermeasures Of The New Rural Cooperative Medical Scheme In Yingkou City As An Example

From the beginning of 2003, for balancing urban and rural development, building a socialist harmonious society, simultaneously entering into a moderately prosperous society and improving the health status of rural residents, our country has carried out pilot work of new rural cooperative medical scheme in some area. As of 2010, China has basically achieved full coverage of the new rural cooperative medical scheme. The achievement is outstanding. the new rural cooperative medical scheme as a policy of benefiting the people is designed to help farmers get rid of "poverty caused by illness and back into poverty by illness" dilemma. It has achieved the great achievement. However, any things are in constant development and change. With the passage of time, the new rural cooperative medical scheme has exposed some problems in the functioning. Only after clean out these problems, the new rural cooperative medical scheme will run smoothly and efficiently and realize the sustainable development. At the same time, it can not be denied that these problems have also been weakened to the extent of the benefit of farmers. Therefore, speeding up the progress of solving these problems has become urgent.Though the research of new rural cooperative medical scheme of Yingkou City, Liaoning Province,this paper attempts to explore implementation status of new rural cooperative medical scheme in specific areas. From the overall situation, this paper has done analysis of the problems in the specific operation of the process,on this basis puts forward the corresponding countermeasure and the suggestion for further improving the satisfaction of farmers who participate in the new rural cooperative medical scheme in Yingkou City. And Yingkou city is a typical three line city. Its problems of the specific implementation process of the new rural cooperative medical scheme maybe appear in the other region of the same level.The paper has five parts. The first part introduces the research’s background, significance, content and methods, and also summarizes the research status at home and abroad. The second part mainly interprets the new rural cooperative medical scheme from the perspective of the concept, and provides theoretical basis for the new rural cooperative medical scheme through the analysis of the relevant theories. The third part mainly summarizes the achievements of the new rural cooperative medical system in Yingkou and the characteristics of the specific performance, through empirical investigation and literature research on the present situation of the new rural cooperative medical scheme in Yingkou.
