Problems In Central Government Procurement And Related Countermeasures

Originated in Western capitalist countries like Britain and America during the early 19 th century,governmental procurement system has had a development history of over 200 years hitherto.As the product of market economy,governmental procurement system has played a role in enhancing fund utilization rate,realizing macro-control,invigorating the economy and promoting the construction of incorrupt government in the course of development.Therefore,how to strengthen governmental procurement is a vital issue worthy of study.Taking procurement of central government as the research object,this paper is mainly divided into seven parts.The first part is the introduction,which analyzes the background,research significance of governmental procurement and defects existing in related researches.The second part is the theoretical overview,which analyzes the connotations,characteristics,functions and relevant modes of governmental procurement.The third part is the status quo of central government procurement,in which the settings,system construction and composition of procurement institutions in the central government have been analyzed.The fourth part is an analysis of problems existing in central government procurement,which primarily include inaccurate governmental procurement budget,non-standard procurement procedures,unscientific procurement methods and undisclosed procurement information,etc.The fifth part is an analysis of reasons for the existence of problems in central government procurement,which largely include incomplete laws and regulations on governmental procurement,unfulfilled supervision mechanism for governmental procurement,deficient construction of governmental procurement capability,and insufficient computerized construction of governmental procurement and so forth.The sixth part is some proposals for improving central government procurement,such as to improve budget design,as well as to refine procurement procedures,methods,information construction,supervision and capability construction of governmental procurement.The seventh part is a summary of the paper,and the author hopes to provide some decision-making reference for governmental procurement and thus to advance the healthy development of governmental procurement through the research.
