Analysis Of The Poverty Situation And Countermeasures Of Rural Poverty Alleviation In Xifeng County

Poverty is one of three big problems of the human survival and development of the world。It not only hinder the economic and social development in poor countries,but also the cause of regional conflicts,terrorism and environmental degradation and other issues,so poverty has been given great attention.Since 1986,the number of poor people in China has decreased by more than 700 million,but it is still facing serious challenges.According to the daily average expenditure of $1.9 poverty line,China’s poor population still ranks the third in the world,accounting for the total number of the world’s poor population of 7%,and the level of poverty of the remaining poor deeper,more difficult to shake off poverty.In order to realize the poverty alleviation in 2020,build a well-off society and realize the goal of the first hundred years,it is very important to help the poor.In 2017,China has formulated the goal of reducing the number of rural poor population by 10 million,the time is tight.The task is heavy,and the need to bring together a comprehensive deepening of reform of the powerful forces,up and down linkage.As of 2017,Xifeng County in Liaoning province is the key poverty-stricken counties,174 villages,the number of poor villages counting for nearly 69%;350 thousand population;still poverty population number is 27376,the rural poverty rate is 8.82%,compared with the Liaoning province high 6.52%.To achieve the Xifeng County designated "all poor people out of poverty until 2018",we should seize the year of 2017,to further promote poverty alleviation work,lay the foundation for the construction of "rich,dynamic,ecology,happiness" Xifeng.This paper is based on the theory of poverty,combined with the actual condition of Xifeng County,Use Liaoning province poverty alleviation monitoring center statistical data of 2013-2016,analysis of rural poverty present situation and antipoverty work in Xifeng County.Through the analysis,found that Xifeng County rural poverty has the characteristics of large amount of poverty,the poverty rate is high;the poor’s income is low,with slowly growth,single source;aging population;poor people with lower education levels.Xifeng County poverty causes complex,mainly including the following reason:illness,the lack of funds and labor,the lack of technique,and the lack of motive power.Xifeng County poverty alleviation work mainly includes two aspects of infrastructure construction poverty alleviation and special poverty alleviation,the special poverty alleviation work includes helping poverty alleviation,"rain plan",microfinance poverty alleviation,special industrial relocation poverty alleviation,and tourism poverty alleviation.This paper based on grey correlation,analysis Xifeng County poverty alleviation measures.The most significant measure is reconstruction,development of special industries,and cultural construction,but there is the problem of insufficient investment in cultural construction.Through the analysis,Xifeng County poverty alleviation work and achieved certain results,but there are the following problems:poor results and not strong,return to poverty still exists;underdeveloped economy,fiscal poverty alleviation ability is weak;the infrastructure is not perfect;helping poverty alleviation and"rain plan" implementation needs to be deepened,financial poverty alleviation is inadequate.Aiming at the existing problems of poverty alleviation work,put forward the poverty alleviation work in Xifeng County from the following points:first,to promote the innovation of poverty alleviation mechanism,change the way of poverty alleviation.Two,accelerating economic development,promote industrial upgrading,improving the county’s financial poverty alleviation ability.Three,improve the infrastructure construction,improve the production and living conditions of farmers.Four,deepen the work of poverty alleviation,including strengthen the work of helping poverty alleviation management and promote the implementation of the rain plan.Five,increase rural financial poverty alleviation efforts to solve the funding gap.
