A Study On Poverty Alleviation In Xifeng County Of Liaoning Province

Since the Reform and Opening-up Policy of China,the national economy has obtained the considerable progress,with continuous improvement of people's living level.However,the total number of the poor people in rural area is still very large,and the poverty level of the remaining poor people is much deeper,which is more difficult to get rid of poverty.In order to achieve the goal of eliminating poverty in rural areas by 2020 under the current standard of our country,and in order to ultimately solve the regional poverty to be true poverty alleviation,the Central Committeeofthe Communist Partyof China,the State Council and local Party committees and governments have formulated lots of policies and measures vigorously.The actual job of poverty alleviation is facingto many problems.Under such situation,it is of great significance to do the research on poverty alleviation by promoting agricultural industries.Taking Xifeng County,the key poverty county of Liaoning Province,as the research target,the paper has declared a deep research and discussion for poverty alleviation of agricultural industry in Xifeng county.The paper firstly demonstrates the research background and significance,formulating the technical routes of the research,analyzing the related references in domestic and abroad.Then the paper briefly illustrates the basic theories regarding to poverty alleviation industries,and discusses the definition of poverty and poverty alleviation.On this basis,the paper studies the six pillar poverty alleviation industries in Xifeng County in detail,describing and analyzing the poverty alleviation policies and methods taken by local government,and displaying the alleviation effects.The paper also analyzes some problems existing in poverty alleviation industries,and at the meanwhile,the paper does the empirical research by means of questionnaire.Finally,the paper puts forward some recommendations about improvement of poverty alleviation industries: to promote the qualities of the farmers by vocational education and trainings,activating the endogenous power;to promote the cultivation of the professional and technical talents in poverty areas;to extend the industrial chain,and to expand the enterprise scale;to improve the mechanism of interest linkage between agricultural enterprises;to give full play to the leading role of leading agricultural enterprises.
