High tech industry is high-tech content,high human capital and high growth industry.It has a strong correlation with the development of the national economy.China has taken important measures to promote the development of high-tech industries.On the other hand,the government has implemented a large number of financial subsidies to high-tech industries to promote the development of high-tech industries from the perspective of R&D activities.However,the development of high-tech industry in Henan province is still relatively backward,and the traditional industries still occupy a large proportion in Henan province.Studying the current situation of the development of high technology industry in Henan Province,compared with the overall development of the high-tech industry,and the development situation of R&D activities of high tech industry in Henan province and the government financial subsidies and preferential tax policies on the development of high-tech industry has a great importance to take effective measures to promote the development of high tech industry in Henan province.Moreover,it has a great significance to narrow the economic gap with the developed provinces.Based on the sixth national economic census and the national input-output table of Henan Province,the national economy departments are divided into agriculture,construction industry,the traditional manufacturing industry,the traditional service industry and high technology manufacturing.Moreover,the ripple effect of high-tech industries and other industries in Henan province and China are analyzed.Then the high-tech industry is divided into pharmaceutical manufacturing,aerospace manufacturing,electronics and communications equipment manufacturing,medical equipment and instrumentation manufacturing to analysis the input and output of R&D of Henan province and China.And a DEA-Tobit model is built to measure the R&D efficiency,and analysis the impact of government subsidies and tax preferential policies on the R&D efficiency,and analyzes the influence factors of government subsidies and tax preferential policy.The results show that the driving ability of high technology industry in Henan Province on the upstream industry is slightly lower,but it has a relatively high national high-tech industrial added value rate.The intermediate demand rate and intermediate input rate of high technology manufacturing were higher than that of high technology service industry.The high-tech manufacturing industry has a greater driving force than traditional manufacturing industry,and the high-tech service industry has a greater driving force than traditional service industry,and the high-tech service industry has a greater driving force than high-tech manufacturing industry.The influence coefficient of high tech industry is higher than the average level and the sensitivity coefficient of high technology industry is lower than the average level,and the influence coefficient and the sensitivity coefficient of high technology manufacturing industry are higher than that of high technology service industry.High tech industry R&D staff input is more abundant,but less R&D investment.R&D input and output of pharmaceutical manufacturing,computer and office equipment manufacturing,medical equipment and instrumentation manufacturing are larger,and other industries are relatively small.The R&D efficiency are different among different industries,but the difference is small.The overall efficiency and R&D efficiency of high-tech industry in province is rising,and the overall efficiency of the market is decreasing,and all of them have a significant change after 2008.The government financial subsidy policy did not effectively improve the high-tech industry R&D efficiency,and the preferential tax policies of the government can effectively enhance the R&D efficiency of high technology industry,and high-tech industries' personnel input,capital investment,enterprise scale will have different influence on the effect of government financial subsidies and preferential tax policy.
