High-tech industry as a new industry,in the past twenty years in our country has been stable and rapid development.Since the implementation of the "863 Plan"and "Torch Plan" in 1980s,we have formed a large number of high-tech industrial parks.In 12th Five-Year,the plan clearly put forward to improve the leading role of high-tech industry,to change the way of scientific research results,focus on the industrialization of high-tech industry,international.13th Five-Year planning once again put forward the technological innovation strategy,thus our country of high technology industry is concerned,it is China's industrial transfer into the long-term viability of structural adjustment,provide the direction for the new period under the new norm of deepening reform.But the high technology industry in our country the development of the current situation in the end how?Development efficiency and how?On the basis of the 31 provinces and cities in China and the four largest economic region as the research object,using four stage Tobit-DEA and Analysis on the development efficiency of high tech industry in various regions of our country to make the evaluation and development of the region,the efficiency of high tech industry to analyze the problems.This paper first introduces the basic writing course is writing the background and significance of the topic,and then introduces the related theory and research literature at home and abroad,and the current situation of the development of high technology industry in China are described and analyzed,and finally focuses on the development of the efficiency of China's high technology industry in the calculation.From the research point of view,mainly obtained the following conclusions:first,using DEA-Bcc,four stage Tobit-DEA and Bootstrap-DEA to measure the efficiency results are quite different,so the method to calculate the efficiency of DEA to improve the traditional is necessary;second,differences in regional economic development in various regions of greater efficiency in high tech industry in China,the eastern part of the development efficiency is better than other regions;third,the development efficiency of China's high tech industry by the external environment variables influence,in the western region,the greatest impact,the eastern region is smaller,the northeast and Central Center;fourth,the development of high technology industry in China by the random effects impact significantly,the eastern region is the biggest,the smallest the central,northeast and center.Finally,the research results and puts forward some suggestions,including:pay attention to personnel training,reasonable introduction of talent;increase the investment,reasonable guide funds flow;focusing on production efficiency of high-tech industry,optimize the allocation of resources;increase of foreign exchange,absorbing domestic and international advanced technology;strengthen technological innovation,improve product innovation and transformation;according to local conditions,the high technology industry development area and the consistent advantage.The main innovation of this paper is that,first,in the method of efficiency measurement and calculation on the development efficiency of China's high technology industry in this paper considering the impact of external environmental factors and random effects impact,did not stay in the previous analysis of scholars of traditional DEA and the three stage,the four stage DEA model research and efficiency.Second,in the construction of input and output indicators,this paper did not build a huge input-output index system according to the traditional method,the efficiency of multi input and multi output value calculation,instead of using the method of factor analysis and nonnegative index reduction and efficiency of conversion treatment to overcome the influence of the amount of data just in the traditional indicators,the input-output index is more conducive to the efficiency of value calculation.Third,the full text of the three measurement methods are gradually carried out,the latter step is based on the first step of the calculations are carried out,so that each step of the calculation is based on.But this article still has some defects,such as the content of this article is focused on measuring development efficiency of regional high-tech industry,ignoring the measurement of industry efficiency of the high-tech industry,there is no development efficiency compared to the foreign high technology industry were analyzed,and the research scope is a little shy,but this is also the research direction in the future.The difficulty of this paper lies in the collection and collation of China's high-tech industry data,the four stage of Tobit-DEA and Bootstrap-DEA understanding.
