Based On Game Theory Of The PPP Projects In Gowernment Bahavior Research

Entering the new century,China's rapid economic development,the PPP project storage quantity increases year by year,but the floor rate has not been high.At present,the local government has been blocking the PPP project the main reason for the fall to the ground.Study of the faithless behavior of local government,has long been a focus in the field of public administration.This kind of research focuses on the qualitative analysis,weak in quantitative description.In order to be able to more in-depth understanding of the faithless behavior of local governments in the PPP project,this article will use the relevant knowledge of game theory to the credibility of local government behavior for multi-dimensional research.Dimension one,study the formation mechanism of dishonest behaviour.First of all,through the analysis of real cases,we extracted from sixteen parameters to representation model,the reality;Second,build a static game model,through solving the Nash equilibrium of the model,we identified seven elements associated with local government;Again,through the model analysis,made clear the relation between local government and various elements,and through the case in real life,effectively supporting the fourth section of inference,and on this basis,to the enterprise put forward the corresponding suggestion;Finally,combining with the practical situation,illustrates the mechanism behind the dishonest ACTS.Study:subject to China's current economic development mode,the current bidding system,and factors such as local government debt scale PPP project once opened,it is hard to ensure that the local government attaches great importance to the contract,the honest code of honor in the interest game.Dimension two,study the effect of dishonest ACTS rate,the landing of the PPP projects,namely the potential consequences of insincere behavior.First of all,through to the real situation in the case,we purified the sixteen parameters to depict model,interpretation of reality;Second,build a evolutionary game model,by solving the model of the replication dynamic equation,we determined the game system contains all equilibrium;Once again,to analyse the evolution of the corresponding system;Finally,combining with the practical situation,illustrates the potential consequences of insincere behavior,namely the influence of the faithless behavior rate,the landing of the PPP project.Research shows that:regardless of the circumstances,the negotiations between business and business will be repeated and unconvergent.Dimension three,studies the corresponding supervision mechanism.First of all,through to the real case of abstraction,we extracted the 14 parameters to depict model,interpretation of reality;Second,build a evolutionary game model,by solving the model of the replication dynamic equation,we determined the game system contains all equilibrium;Once again,to analyse the evolution of the corresponding system;Finally,combining with the practical situation,we are given about the regulatory mechanism of five improvement Suggestions.Five improvement suggestion,respectively is:cut the superior regulators to independent regulation of opportunities;Reduces the chance of an independent control of local government,and weakened the magnitude of the independent control of local government;Set up a joint office hall;Set up information sharing platform;To keep pace with The Times,constantly introducing new ideas,new technology of information management platform and interactive management model.Finally,the integrated use of a variety of mathematical methods,which in turn to the corresponding chapters of the game model validation.
