In the modern agricultural production,the extensive use of agricultural machinery makes increasing loss due to agricultural machinery accidents.So agricultural machinery risk management is imminent.Agricultural machinery insurance is the most economical and effective management way of agricultural machinery risk management.Throughout the development of agricultural insurance business,agricultural insurance model for the development of agricultural machinery in the early market is a better choice.Mutual insurance is an innovation,and it is also a positive response to today's "mass entrepreneurship and innovation" concept.Since 2009,in order to solve the problem of the difficulty to agricultural insurance,farmers get poor caused by agricultural accidents,the difficulty to deal with the loss of disputes,the farmers do not report the case,the safety supervision and accident statistics,our country carried out agricultural machinery mutual insurance pilot.In the course of the pilot operation,the mutual insurance of agricultural machinery has become the bridge between the agricultural sector and the masses,it is not only became an important driving force to change the way government management services,but also an indispensable means of protection of the majority of agricultural households.Therefore,the development of agricultural machinery mutual insurance is an inevitable trend and choice in china.This paper mainly analysis of the development of China's agricultural machinery mutual insurance,it intended to provide a theoretical basis and practical basis for the implementation of agricultural mutual insurance in the country.Through the introduction of domestic and foreign mutual insurance,agricultural insurance and other content,the paper expounded the relevant concepts of agricultural machinery mutual insurance and its theoretical basis.On the basis of this theory,the paper analyzes the following aspects:(1)Summarized the development history of agricultural machinery mutual insurance in China,and analyzed the current situation from development scale,the scope of mutual assistance,the determination of insurance costs and the occurrence of agricultural accidents 4 aspects.Further pointed agricultural machinery mutual insurance's system is not perfect,mutual aid organization service capacity is limited and farmers insured machinery consciousness is not strong.(2)This paper systematically analyzes the necessity and feasibility way of agricultural machinery mutual insurance in China.The necessity analyzes included resisting the objective needs of agricultural risk,the inherent advantages of providing security,making up for the deficiency of traditional commercial insurance and realizing the sustainable development of rural areas.The feasibility analyzes included strong support of the government policy,the effective effect of the laboratories in China,and the advanced experience and examples of foreign countries.(3)On the basis of analyzing its comprehensive development and the necessity and feasibility of the development of agricultural machinery insurance mutual insurance,this paper uses the cooperative game model to analyze the possible gains between the participating parties of the agricultural machinery mutual insurance,and uses the sharp value analysis method to explore the feasible development path.(4)In order to implement the comprehensive promotion of agricultural insurance,this paper attempts to summarize the principles of agricultural machinery mutual insurance from 5 aspects,that are sustainable development,democratic management,combining voluntary and coercion,cooperation and low premium,security production and wide coverage.The paper also puts forward the feasible suggestions for the comprehensive development of agricultural machinery mutual insurance from four aspects: organization system,management theme choice and financial support and policy legislation.
