On The Benefit Valuation Of Government Quality Award

With the market competition increasingly intense,more and more countries or regions pay more attention to quality competitiveness.There have been 88 countries set up National Quality Award in the world,so as to promote the overall improvement in the quality level and guide the organizations to pursue excellence performance.At present,28 provinces have set up Government Quality Award in China from 2001.Government Quality Award not only improves the management level,enhances the competitiveness of enterprises,but also promotes the economic development and enhances the competitiveness of the country or region.We found it is relatively mature to introduce Government Quality Award and research the impacts on business performance,however there is little research on the benefit valuation of Government Quality Award,especially research the evaluation model from quantitative perspective,through combed the researches of Government Quality Award.We define the concept of benefits of Government Quality Award,analyzed and discussed the benefit valuation of Government Quality Award by combining the project benefit evaluation theory and the benefit evaluation method,thus confirmed the research direction of this paper.Defined the main contributions of the Government Quality Award from the perspectives of Award-winning enterprises,other enterprises,government and regional development,and established the contribution model of Government Quality Award,which provide the theoretical basis for construct the benefit evaluation system of Government Quality Award.We construct the benefit evaluation model of Government Quality Award,based on the analysis of the purpose,principle and dimension.And formulated a preliminary benefit evaluation calculation scale of Government Quality Award,then conducted research interviews with management department,award-winning companies and review experts,revised the scale according to the research results and feedback suggestions,and finally established the benefit evaluation system of Government Quality Award.At last,take Jilin Province as an example,we validated the applicability of the benefit evaluation system of Government Quality Award.Carried on the descriptive statistical analysis to the basic situation of Jilin Province and calculate the benefit,then analyzed the results.We studied the benefit evaluation of Government Quality Award,established the benefit evaluation system of Government Quality Award,and apply it to evaluate the benefit of Jilin Province Governor Quality Award,so as to provide ideas and basis when quantitative measure and calculate the contribution of Government Quality Award,promote the further development of Government Quality Award and increase regional competitiveness.
