Industrial agglomeration is the inevitable outcome of industrialization under certain conditions of market economy, and the degree of agglomeration directly affects the development of a region.Industrial agglomeration is of great significance to the rationalization of regional economic distribution, optimization of resource allocation and regional competitive advantage.Industrial transformation and upgrading is the industry from the value chain in the low-end to the high-end constantly changing process, for the comprehensive improvement of industrial competitiveness and the sustainable development of the role of the economy is positive. From the regional economic level, the main connotation of industrial transformation and upgrading is to make the product from low value-added to high value-added upgrade,so that the production from high energy consumption, high pollution to low energy consumption, low pollution, from extensive to intensive upgrade.Industrial agglomeration is of great significance to promote the transformation and upgrading of regional industries. This paper analyzes the mechanism of industrial agglomeration to promote regional industrial transformation and upgrading from the theoretical level, and points out that industrial agglomeration can promote the improvement of regional industrial chain, promote the transformation of regional industry, promote the upgrading of regional industrial value chain and enhance regional industrial competitiveness. In order to analyze the influence of industrial agglomeration on the transformation and upgrading of regional industry, this paper uses the Theil index as the index of industrial agglomeration.Based on the data of China Statistical Yearbook from 2006 to 2016,this paper analyzes the influence of the concentration of manufacturing, construction, wholesale and retail trade, transportation, warehousing and postal services, accommodation and catering industry, leasing and business services,as well as resident services, repairs and other services in four distinct regions. And then use the output value of the tertiary industry as theproportion of the total output value to describe the state of industrial structure, try to establish a multi-linear model, for the proportion of tertiary production and seven departments corresponding to the Teller index analysis model. The empirical results show that the degree of industrial agglomeration has a significant influence on the regional industrial structure change and has distinct regional characteristics.Based on the conclusion of empirical analysis and the mechanism of industrial agglomeration on the transformation and upgrading of regional industrial structure, this paper puts forward the feasible countermeasures to realize the transformation and upgrading of regional industrial structure by the promotion of industrial agglomeration. The author thinks that the main problem in the transformation and upgrading of the industrial structure is that the resource development and utilization is still in the area where the industrial structure is the core of the local industrial development, which is already exposed to the imbalance of the industrial structure and the series of problems caused by the imbalance. The initial stage, the industrial chain is short, the industry cluster is low,the market competitiveness is insufficient, which seriously restricts the local economic development, the regional industrial transformation and upgrading is imminent. And in order to promote the regional industrial development and economic development pace to enhance the degree of industrial agglomeration as a regional industrial restructuring and upgrading to enhance the competitiveness of regional industrial power is necessary.
