Research On The Problems And Countermeasures In The Practice Of Precision Poverty Alleviation In China

Precision poverty relief is the China’s new initiative in this area.It is the basic foundation for constructing a moderately prosperous society,and beneficial to overcoming poverty and collective prosperity in the foreseeable future.Since the proposal and subsequent deployment of such precision poverty relief,in four years,ten million people have successfully overcome poverty.However,while China have been receiving great success from such policies,some urgently-to-be-resolved problems have revealed themselves as well.Some such problems include the lack of accuracy in determining those who need relief,the error in determining the objectives of relief,the difficulty of poverty relief of women,the target’s lack of endogenous strength,abuse of relief funds,flawed exit strategies,flawed supervision and regulation.Through research and studies,using analysis of documents,reviewing of cases,existing problems of the policy under discussion have been carefully studied.For example,how to recognize unscientific and inaccurate methods,impertinence of relief policies,faultiness of management strategies,and lack of supervision and regulation.The importance of pertinent construction of multidimensional and scientific target recognition system is also discussed about.On the subject of precise poverty relief,sending “First Secretary”,giving full play to the advantages of industrial poverty alleviation,laying emphasis on cost of labor,encouraging the endogenous strength of relief policy subjects.On the subject of precise management,establishing a supervision system for relief funds and exit strategies.And finally,this paper makes the suggestion of including policies and innovative regulatory systems into the legal system as a new concept of our country’s precision poverty relief.
