| Under the background of global development,innovation ability is gradually becoming the core competence in the enterprise development.Whether an enterprise can realize long-term development in the Fierce competition environment,innovation ability becomes the important measure standard.To an enterprise or even a country,its technological strength represents the whole strength of the enterprise or even the nation to a certain extent.Technical personnel of an enterprise are just the carrier of the technological strength.How to effectively motivate the Technical personnel and improve their initiative and enthusiasm becomes the key work of the enterprise management and the core factor affecting the enterprise development.In the tens of years after reform and opening,the economy developed rapidly.State-owned enterprise played an important role and became the guarantee to promote the overall economic strength in China.But,with the economic system reform further deepening,market competition is increasingly becoming stormy.The profound problem in the management for a long time of the state-owned enterprise appears gradually,which restrict the enterprise development and couldn’t satisfy the development demand under the new situation,especially in the incentive mechanism of human resource management.So,the enthusiasms of the enterprise managers and the technical personnel are not aroused fully,which makes the enterprise later be in deficiency of developing power.In this paper,according to the existing problems in the incentive mechanism of human resource management of state-owned enterprise in China,analysis combined with the related incentive theory is proposed.By means of investigation and diagnosis,the reform scheme of the incentive mechanism of the technical personnel in the state-owned enterprise under the new situation is explored.This paper can provide solution and theory reference for the effective incentive of the technical personnel in the state-owned enterprise.It also provides reference for the incentive of the enterprise managers.Take example by state-owned technical enterprise TOEC,though it obtained the considerable development in the past eleventh five-year and twelfth five-year,it will also face many development problems under the new situation in the thirteenth five-year or even fourteenth five-year,such as the technique direction problems of the product,the loss of the key technical backbone.Review the development course,we should envisage the existing problems and challenges.According to the existing problems,rational and thorough analysis and consideration are absolutely necessary,so that we can provide new Countermeasures to find out the new way on the basis of the traditional incentive mode for the state-owned enterprise and construct the enforceable scheme to effectively motivate the technical employees and realize the common development of the enterprise and the employees,which makes the enterprise built to last. |
