Since Chinese Reform and Opening,the productivity has developed a lot,along with the establishment of the socialist market economy.At the same time,the overcapacity problem came out increasingly.There are so many complicated reasons of over capacity,not just because the supply exceeds demand.Northeastern traditional industry base is one of the earliest regions to develop socialist economy.In 2003,China put forward the development strategy for reviving northeast old industrial bas-e.From then on,the northeastern traditional industry base gained some achievements of social economy in the certain degree.However,the problem of over capacity has restricted a healthy development of economy in the northeastern traditional industry base.The research shows that,the northeastern traditional industry base's economy is subject to the special problems.For example,simplex industrial structure has a deep influence on the majority of cities in the northeastern traditional industry base.And the northeastern traditional industry base was influenced by the traditional planned economy system.Meantime,the reason also includes that the economic growth mode is not reasonable,and lacks social effective demand.Marxist political economics deeply analyzed capitalistic economy.The enlightenments can help us understand the over capacity.In 1970 s,Japanhad successfully dealt with the over capacity.So China can find a way to dissolve the overcapacity in Japanese experience.And four suggestions are given in this paper,including the establishment of early warning system;improve the innovative ability test mode;the transition of single structure cities;Transfer excess capacity to foreign countries.
