Research On Policy Demand Analysis And Countermeasures For Corn Straw Comprehensive Utilization In Jilin Province

Crop straw is a valuable renewable resource,the comprehensive utilization of straw resources is an effective way of improving agricultural benefit,saving resources,protecting the ecological environment,increasing farmers' income,and preventing and controlling the atmospheric pollution.As a large province of corn production,the annual output of corn straw in Jilin province accounts for about 80% of the province's total straw,ranking the forefront in China.In recent years,because of the great attention to the comprehensive utilization of corn straw industry,and the policy guidance and support,the level of comprehensive utilization of corn straw has been obviously improved in Jilin Province.However,the comprehensive utilization of corn straw industry in Jilin province is still facing a lot of problems,such as low effective utilization rate,insufficient comprehensive utilization capacity,a large number of straws burning,and so on.Firstly,This paper comprehensively applied the theory of the system engineering,agricultural economics and management,and used the comprehensive research methods including combination of computer calculation and the empirical research,the macro and micro,and the status of distribution and utilization of corn straw resources in Jilin Province.Through the way of consulting data and field investigation,the paper calculated the total production of corn straw resources in East,Middle and West regions in Jilin province from year 2008 to year 2014,and estimated the economic benefit,ecological benefit and social benefit if the corn straw in Jilin province was fully used.Then the paper found that there are many problems of the corn straw comprehensive utilization,such as no completely system of the straw storage,low level of industrialization,insufficient government subsidy,lack of effective incentive,no wide application of straw feed technology,immature technology and so on.Secondly,According to the statistical data,based on the AHP method,the paper selected the economic potential,ecological potential,social potential and technical potential as the rule layer,cleared the 9 policy demand index to design the index system.The finding show that the establishment of the industrial chain,promoting the commercial using,establishment of the scientific and technological mechanism,and the construction of straw storage and transportation system are the main policy command factors to improve the comprehensive utilization of corn straw in Jilin province.At last,base on the above the analytic results and the actual demand of straw comprehensive utilization development in Jilin province,this paper put forward to some suggestions on improving the comprehensive corn straw utilization,that is establishment of comprehensive utilization of straw industry chain,promoting commercial using;establishment the mechanism of transformation of scientific and technological achievements;found of policy grants and awards of science and Technology Policy;acceleration of the construction of straw storage and transportation system...
