The Research On Path Of AEO System’s Implementation In Jing-Jin-Ji Customs Integration

The integration of Jing-Jin-Ji clearance is an important part of the integration of Jing-Jin-Ji and its successful implementation will help to promote the integration process.Due to the development of trade globalization and expanding scale of trade in goods,countries are faced with customs is no longer possible to import and export declarations to be checked every situation,thus strengthening the operator to identify trade safety and trade security risks to ensure their the authenticity of the application is imminent.AEO system which can enhance communication between goverments and merchants to remove barriers and reduce the cost of trade credit.In the background of global trade facilitation increasingly demanding,the implementation of AEO customs clearance system is the objective requirements of integration,how it will be implemented with Jing-Jin-Ji customs AEO system integration and effective combination,is worthy of thought and study.Article use literature and comparative research methods,introduces the basic concepts and the integration of Jing-Jin-Ji customs and AEO system,collacting the current major issues facing the integration of Jing-Jin-Ji customs clearance,such as three uneven development,the three administrative division,corporate credit management practices imperfect.Taking into account the structural similarity of European Union and Jing-Jin-Ji,and similarity with the implementation of the European Union’s AEO system integration of Jing-Jin-Ji and clearance issues,the article further implementation of the AEO case of a comprehensive analysis and summary in EU customs,by comparison with the current practice of Jing-Jin-Ji and noted that some of the experiences clearance integration could learn from.Such as benefit-sharing and compensation mechanisms among Member States,taking into account the different levels to achieve national economic development of the AEO system extensive publicity,so that the operators of the AEO system more profound understanding.On this basis,the proposed implementation of the AEO system at the national level to improve the relevant legal system,to raise awareness of the customs service,with other countries to promote mutual recognition of AEO in Jing-Jin-Ji and other clearance integration build process.In Jing-Jin-Ji levels should promote balanced economic development,tand establish the three customs administrative center.
