Research On The Structural Reform Of Supply-side Of Northeast Economy Under The New Normal

Affected by the international financial crisis in 2008,the economic development of northeast gradually enters the new normal stage.The economic downward pressure is increasing and outdated capacity is serious oversupplied.The policies of stimulating demand claimed by Keynes are of little avail and trigger a series of negative effects.So many domestic scholars shift to supply management.The structural reform of supply-side emerges as the times require.Different from demand management,the structual reform of supply-side starts from production,solves supply problems and is long-term and sustainable.However,there are many problems in present supply structure of northeast economy,seriously restricting the process of the structural reform of supply-side of northeast economy.Therefore this paper is titled “Research on the Structural Reform of Supply-side of Northeast Economy under the New Normal” and does many researches,hoping to contribute pygmy effort for the revitalization of northeast economy.Now I will summarize the main content as follows:Chapter One,Introduction.This part mainly introduces the research background,research significance,research status at home and abroad,research ideas,research methods,innovations and shortcomings.Chapter Two,The theoretical review of the structural reform of supply-side.This part firstly elaborates the intension of the structural reform of supply-side,including the concept and tasks,factors affecting supply and the relationship between the reform of supply-side and the reform of demand-side.Secondly this part elaborates the theoretical bases for the structural reform of supply-side,including Marx's supply and demand theory,social reproduction theory,forces and relations of production theory;the thoughts of Xi Jinping about the structural reform of supply-side;the theories and claims of supply-side school.Finally this part analyses the important significances of the structural reform of supply-side and establishes the theoretical bases for the below.Chapter Three,The perspective on present condition of the structural reform of supply-side of northeast economy.This part firstly reviews and combs the process and content of the structural reform of supply-side of northeast economy and then comments them briefly.Secondly this part reveals the supply structure problems of northeast economy,namely structural imbalances are serious,outdated capacity is seriously oversupplied,the ability of independent innovation is weak and resources and environment are overburdened.Thirdly this part analyses the reasons deeply,namely economic policy-driven is bias,effective demand is acutely deficient,the power of innovation and enterprise is tired and weak and the development mode is simple and extensive.Finally this part points out the constraints,namely the remained inertia of planned system,the rigid management mechanism and the imperfect policies and regulations.Chapter Four,The international experiences of the structural reform of supply-side of northeast economy.This part mainly chooses three countries(America,England and Germany)which carried out the supply-side reform in history,analyses the policy measures of supply management adopted by the Reagan administration,the Thatcher administration and the Cole administration,sums up the experiences and lessons and summarises revelations and references to the structural reform of supply-side of northeast economy.Chapter Five,The countermeasures of the structural reform of supply-side of northeast economy.This part explores the paths and countermeasures deeply from institutional perspective(system,mechanism and policy and so on)based on the present problems of the supply structure of northeast economy and puts forward four measures and suggestions,namely accelerating the adjustment of economic structure,implementing innovation driven strategies,transforming macro-control mode and breaking barriers of the old systems and mechanisms.The structural reform of supply-side makes for solving the structural and institutional problems which restrict the development of northeast economy fundamentally,injects new vitality and power for northeast economy and promotes healthy and sustainable development.So Northeast must propel the structural reform of supply-side unalterably.
