Research On Promoting And Deepening The Structural Reform Of The Supply-side Under The New Normal Economy

After nearly forty years of rapid development of reform and opening up,China's economy has changed from high speed to high quality development stage.And it is in a new normal stage of changing the mode of economic development,optimizing the economic structure and transforming the motive force of economic growth.Based on the structural and institutional problems faced by our country under the new normal state,the Central Committee puts forward that we should fundamentally change the quality and benefit of China's development in three ways.They are starting from the supply side,focusing on structural adjustment,and taking the reform of system and mechanism as the core.Demand-side management focuses on export,investment and consumption.But supply-side structural reform compared with demand-side management has a long-term and fundamental character.Because it is focuses on solving the problems on the supply side from the production field.However,the supply-side structural reform has not been put forward and implemented for a long time,the theoretical research on the supply side is not enough,and the promotion of practice is also in the exploration.Therefore,this paper studies several main aspects of promoting and deepening the structural reform of the supply side,hoping to add some new theoretical explanations and strategic suggestions for supply-side structural reform.Firstly,this article is based on the relevant definitions which are about the new normal economic structure and supply side structural reform and the theory of Marx about social capital reproduction and the theory of the structural reform in the supply side of socialism with Chinese characteristics.With the above foundations,this paper puts forward a new perspective to push forward the structural reform of supply side in China;and adjusts the problem of structural imbalance in economic development through institutional reform.Secondly,the analysis of the economic normalization of supply-side structural reforms under the new normal economy is the correct choice of economic governance measures.It is a major measure taken to eliminate the long-standing accumulation of outstanding contradictions and problems,and at the same time,it also demonstrates institutionally and theoretically.In practice,it is possible to advance the structural reforms on the supply side;Once again,it analyzes the current situation of the supply-side structural reform in the past two years,and summarizes the achievements in the fields of “three remove,one reduction,one supplement”,agriculture,real estate,real economy.From analysis it is can be known that we are still facing difficulties in four aspects,such as decentralization,real economy,human capital and infrastructure construction.The reasons for the difficulties are mainly caused by the long-term,complexity and the changes of major contradictions in our country.Finally,in the current condition of difficulties,we put forward some deepening measures to increase the power of simple government and decentralization;to focus on the development of the real economy;to pay more attention to improving the quality of human capital in the supply system;and to strengthen the construction of infrastructure network in four aspects,hoping to provide a little effort for the deepening of the structural reform of the supply side.
