Study On Institutional Support System Of Migrant Workers Starting Business Back Hometown In The Process Of Local Urbanization

As the process of small and medium-sized towns in local urbanization is accelerate,have a certain condition of urban migrant workers after balance the interests of urban and rural,make a decision of returning home,among them,there are numerous migrant workers returning hometown to run business.The government introduced a series of preferential policies to support migrant workers returning hometown to run business under this background.But,the central government,standing in the commanding heights of the decision,puts forward the preferential policy,may not be applicable to the local government and rural migrant workers return home entrepreneurship,the role to support migrant workers return home entrepreneurship is very limited.At the same time,behween urban and rural areas of the household registration system,education system and the public service system of rigid for the social welfare between urban and rural dual structure is gradually widening,thus hindered the long-term of migrant workers return home entrepreneurship.Based on the support system as the breakthrough point,through the literature research and inductive deductive method,analysis on the existing between local urbanization and rural migrant workers return home entrepreneurship influence each other,and China's current land system,household registration system,education system and the social security system of urban and rural dual system for small and medium-sized towns in local urbanization effect,and the central government to provide financing support system,preferential tax policy,entrepreneurship education training system supply and the demand of migrant workers return home entrepreneurship system does not match the effect.The existence of the above obstacles from the central government and local government interests of consistency,the local government on the land finance system in the urbanization process of path dependence and existing in the urban and rural dual system of self-reinforcing mechanism.Thus,this paper puts forward a "four in one" system of migrant workers return home entrepreneurship support system that build business support system,land system,the integration of urban and rural public service system and strengthen the execution system.
